  1山西省農業科技創新體系存在的問題及原因

  近年來(lai),山(shan)西狠抓科(ke)技進步、科(ke)技創新(xin)(xin)等關鍵環(huan)節,農業科(ke)技創新(xin)(xin)取(qu)得(de)了很大成(cheng)績,但科(ke)技的自主(zhu)創新(xin)(xin)能(neng)力和綜合實(shi)力十分薄弱,存在著一些(xie)突(tu)出問題,主(zhu)要表現在以下(xia)幾(ji)個方(fang)面。

  1.1農業科(ke)研體制機制不完善

  1.1.1農(nong)(nong)業(ye)(ye)(ye)(ye)科(ke)研創新體(ti)(ti)(ti)(ti)系的(de)主體(ti)(ti)(ti)(ti)結合不(bu)(bu)(bu)緊密農(nong)(nong)業(ye)(ye)(ye)(ye)科(ke)技(ji)(ji)包括(kuo)產、學(xue)(xue)、研3個內容(rong)。省屬(shu)科(ke)研機構和(he)高等(deng)院(yuan)校主要從事科(ke)學(xue)(xue)研究活(huo)動,在(zai)(zai)(zai)省科(ke)技(ji)(ji)創新體(ti)(ti)(ti)(ti)系中(zhong)扮演知識(shi)創新主體(ti)(ti)(ti)(ti)的(de)角(jiao)色,大中(zhong)型企業(ye)(ye)(ye)(ye)在(zai)(zai)(zai)科(ke)技(ji)(ji)創新體(ti)(ti)(ti)(ti)系中(zhong)的(de)地(di)位不(bu)(bu)(bu)斷上升,成(cheng)為技(ji)(ji)術(shu)創新的(de)主體(ti)(ti)(ti)(ti)[4]。科(ke)研機構、高等(deng)院(yuan)校和(he)企業(ye)(ye)(ye)(ye)在(zai)(zai)(zai)“板塊結構”的(de)格(ge)局下,條塊分割、自成(cheng)體(ti)(ti)(ti)(ti)系的(de)問題尚未能(neng)很好地(di)解決(jue)。目前,存(cun)在(zai)(zai)(zai)山西省農(nong)(nong)業(ye)(ye)(ye)(ye)產學(xue)(xue)研脫節(jie)(jie)的(de)問題。一(yi)是(shi)農(nong)(nong)業(ye)(ye)(ye)(ye)科(ke)研機構重(zhong)研究輕(qing)推廣,導(dao)致許多科(ke)技(ji)(ji)成(cheng)果(guo)與經濟脫節(jie)(jie)、與產業(ye)(ye)(ye)(ye)脫節(jie)(jie),無(wu)法(fa)進入農(nong)(nong)業(ye)(ye)(ye)(ye)產業(ye)(ye)(ye)(ye)化環(huan)(huan)節(jie)(jie);二是(shi)農(nong)(nong)業(ye)(ye)(ye)(ye)科(ke)技(ji)(ji)推廣部門沒能(neng)參加農(nong)(nong)業(ye)(ye)(ye)(ye)科(ke)研機構的(de)技(ji)(ji)術(shu)選(xuan)題和(he)立項,農(nong)(nong)業(ye)(ye)(ye)(ye)產業(ye)(ye)(ye)(ye)化環(huan)(huan)節(jie)(jie)對農(nong)(nong)業(ye)(ye)(ye)(ye)產業(ye)(ye)(ye)(ye)技(ji)(ji)術(shu)需求的(de)變(bian)化,無(wu)法(fa)及時反饋給農(nong)(nong)業(ye)(ye)(ye)(ye)科(ke)研單位;三是(shi)各大院(yuan)校設(she)置學(xue)(xue)科(ke)和(he)專業(ye)(ye)(ye)(ye)不(bu)(bu)(bu)合理,在(zai)(zai)(zai)生(sheng)產和(he)市場(chang)2個環(huan)(huan)節(jie)(jie)中(zhong),沒有(you)培養出(chu)它(ta)們(men)急需的(de)人才[5]。

  1.1.2農(nong)(nong)業(ye)(ye)科(ke)(ke)研(yan)創新體系的動力機(ji)制(zhi)有(you)缺(que)陷一是科(ke)(ke)研(yan)人(ren)(ren)(ren)才(cai)(cai)(cai)流(liu)(liu)動機(ji)制(zhi)不順暢(chang)。雖然(ran)農(nong)(nong)業(ye)(ye)科(ke)(ke)研(yan)隊(dui)伍(wu)和技(ji)術(shu)推廣服務隊(dui)伍(wu)基本健全(quan),但(dan)其內部缺(que)少(shao)動力,人(ren)(ren)(ren)員流(liu)(liu)動性也不合理。二(er)是多年來用人(ren)(ren)(ren)制(zhi)度陳舊(jiu),激勵(li)(li)機(ji)制(zhi)不夠。農(nong)(nong)業(ye)(ye)科(ke)(ke)研(yan)人(ren)(ren)(ren)員的科(ke)(ke)研(yan)成果得不到相應的獎勵(li)(li)和保護,在(zai)很大程度上(shang)扼殺了(le)科(ke)(ke)技(ji)人(ren)(ren)(ren)員的積(ji)極(ji)性,使他(ta)們(men)逐漸失(shi)(shi)(shi)去了(le)對成果創新的動力。三是許(xu)多高(gao)水平人(ren)(ren)(ren)才(cai)(cai)(cai)流(liu)(liu)失(shi)(shi)(shi)。山西省主要人(ren)(ren)(ren)才(cai)(cai)(cai)指標(biao)居于全(quan)國中下游水平,人(ren)(ren)(ren)才(cai)(cai)(cai)斷層現象嚴(yan)(yan)重(zhong),經濟(ji)欠發達(da)地區專業(ye)(ye)技(ji)術(shu)人(ren)(ren)(ren)員流(liu)(liu)失(shi)(shi)(shi)尤為嚴(yan)(yan)重(zhong),而學(xue)術(shu)拔尖(jian)人(ren)(ren)(ren)才(cai)(cai)(cai)和學(xue)科(ke)(ke)帶頭人(ren)(ren)(ren)、新興學(xue)科(ke)(ke)和交叉學(xue)科(ke)(ke)的高(gao)素質人(ren)(ren)(ren)才(cai)(cai)(cai)缺(que)乏(fa),又嚴(yan)(yan)重(zhong)阻礙(ai)了(le)農(nong)(nong)業(ye)(ye)科(ke)(ke)技(ji)創新[6]。

  1.1.3農(nong)(nong)(nong)業科(ke)(ke)研(yan)創新(xin)體系(xi)的(de)(de)(de).組織機(ji)制不健全一(yi)是(shi)(shi)農(nong)(nong)(nong)業科(ke)(ke)技(ji)(ji)(ji)決策政(zheng)(zheng)策有(you)(you)待完善。無論是(shi)(shi)農(nong)(nong)(nong)業科(ke)(ke)研(yan)項目的(de)(de)(de)確定(ding)還是(shi)(shi)農(nong)(nong)(nong)業技(ji)(ji)(ji)術推廣,都要由政(zheng)(zheng)府集中(zhong)決策和行(xing)政(zheng)(zheng)推動(dong),但(dan)政(zheng)(zheng)府對農(nong)(nong)(nong)民(min)(min)需求(qiu)缺乏調研(yan),導致大量科(ke)(ke)研(yan)課題(ti)對當地的(de)(de)(de)生產發展促進作用不大,科(ke)(ke)技(ji)(ji)(ji)成(cheng)(cheng)(cheng)果(guo)也(ye)無法有(you)(you)效地進行(xing)轉讓[7]。二是(shi)(shi)農(nong)(nong)(nong)業科(ke)(ke)技(ji)(ji)(ji)創新(xin)信息資源共享仍然(ran)落(luo)后。市場上迫(po)切需求(qiu)的(de)(de)(de)技(ji)(ji)(ji)術及成(cheng)(cheng)(cheng)果(guo),農(nong)(nong)(nong)民(min)(min)無法通(tong)過(guo)有(you)(you)效的(de)(de)(de)渠道去獲取,實用技(ji)(ji)(ji)術沒有(you)(you)有(you)(you)效到達農(nong)(nong)(nong)戶手(shou)中(zhong)[8]。三是(shi)(shi)農(nong)(nong)(nong)民(min)(min)科(ke)(ke)技(ji)(ji)(ji)文化素質(zhi)較低,對新(xin)技(ji)(ji)(ji)術的(de)(de)(de)吸(xi)(xi)納能力不強。由于農(nong)(nong)(nong)戶自身(shen)觀念(nian)落(luo)后、素質(zhi)較低,科(ke)(ke)技(ji)(ji)(ji)意識淡薄(bo)等問題(ti),直接制約農(nong)(nong)(nong)民(min)(min)對農(nong)(nong)(nong)業科(ke)(ke)技(ji)(ji)(ji)成(cheng)(cheng)(cheng)果(guo)的(de)(de)(de)吸(xi)(xi)納能力。

  1.2農業科(ke)研創新(xin)保障條(tiao)件不(bu)足(zu)

  農業(ye)科技(ji)創(chuang)新(xin)體(ti)系建設(she)的(de)(de)(de)完善,需要經費(fei)、人(ren)才(cai)、設(she)施(shi)等(deng)(deng)方(fang)面的(de)(de)(de)保(bao)障。首先(xian),農業(ye)科技(ji)創(chuang)新(xin)資金(jin)不(bu)(bu)足是(shi)(shi)所有技(ji)術(shu)創(chuang)新(xin)不(bu)(bu)力的(de)(de)(de)普(pu)遍(bian)原因,而且又(you)存(cun)在政府(fu)各相關部(bu)(bu)門的(de)(de)(de)科技(ji)創(chuang)新(xin)計劃缺(que)乏(fa)銜接,資源配置缺(que)乏(fa)協調,不(bu)(bu)同層次、不(bu)(bu)同領(ling)域甚(shen)至(zhi)部(bu)(bu)門內部(bu)(bu)本(ben)不(bu)(bu)應該出現(xian)的(de)(de)(de)重(zhong)復(fu)建設(she)、重(zhong)復(fu)研(yan)究、重(zhong)復(fu)引進的(de)(de)(de)問題[9]。二(er)是(shi)(shi)推(tui)廣手段落(luo)后。鄉鎮一(yi)級農技(ji)人(ren)員的(de)(de)(de)專(zhuan)業(ye)知識老化(hua)現(xian)象普(pu)遍(bian)存(cun)在,導致(zhi)服(fu)務手段落(luo)后,產(chan)前(qian)、產(chan)中、產(chan)后的(de)(de)(de)服(fu)務能力較(jiao)弱,嚴重(zhong)制約(yue)了服(fu)務功能的(de)(de)(de)發(fa)揮。技(ji)術(shu)推(tui)廣往往是(shi)(shi)請(qing)專(zhuan)家教授講上一(yi)兩堂課,沒(mei)什么實質的(de)(de)(de)作(zuo)用(yong)。對農民的(de)(de)(de)培訓也(ye)最多只是(shi)(shi)開一(yi)堂學習會,放放光盤講座(zuo)和(he)發(fa)發(fa)材料而已。三是(shi)(shi)基層農業(ye)和(he)農村服(fu)務機構的(de)(de)(de)辦公(gong)場(chang)所簡陋,設(she)施(shi)陳舊,真(zhen)正從事農業(ye)技(ji)術(shu)服(fu)務和(he)創(chuang)新(xin)的(de)(de)(de)時間較(jiao)少(shao),有的(de)(de)(de)地區(qu)植保(bao)站、防疫(yi)站等(deng)(deng)農業(ye)防災減(jian)災體(ti)系的(de)(de)(de)工作(zuo)幾乎處于停頓狀(zhuang)態,無法保(bao)障農業(ye)的(de)(de)(de)安全生產(chan)。

  1.3政策機制缺陷

  農(nong)(nong)(nong)業(ye)科技支(zhi)持(chi)(chi)政(zheng)策有(you)(you)待(dai)完善。一是(shi)缺乏(fa)有(you)(you)效的鼓勵政(zheng)策,沒(mei)(mei)有(you)(you)形成市場(chang)化的運作方式,大(da)(da)量社會力量不(bu)敢進入農(nong)(nong)(nong)業(ye)領域(yu)。二是(shi)缺乏(fa)保障(zhang)機制(zhi),氣候、市場(chang)因素對農(nong)(nong)(nong)民(min)收入影響(xiang)很大(da)(da),沒(mei)(mei)有(you)(you)政(zheng)府支(zhi)持(chi)(chi)的農(nong)(nong)(nong)業(ye)大(da)(da)災風(feng)險(xian)轉移分散機制(zhi)和社會保險(xian)機構(gou)的參與,農(nong)(nong)(nong)民(min)收入難以保障(zhang)。三是(shi)從財政(zheng)上(shang)講(jiang),沒(mei)(mei)有(you)(you)金(jin)融機構(gou)的專項惠(hui)農(nong)(nong)(nong)貸款支(zhi)持(chi)(chi)機制(zhi)和制(zhi)定相關的涉農(nong)(nong)(nong)政(zheng)策,必將影響(xiang)山西省現代農(nong)(nong)(nong)業(ye)的良(liang)性運行。

  1.4企業創新能(neng)力不高

  隨著科(ke)技(ji)(ji)創(chuang)新(xin)在(zai)農業(ye)(ye)和農村發(fa)展中重要性的(de)(de)不(bu)斷(duan)提高(gao),涉(she)農企(qi)業(ye)(ye)作為農業(ye)(ye)科(ke)技(ji)(ji)創(chuang)新(xin)主(zhu)體已(yi)經(jing)成(cheng)(cheng)為一種(zhong)主(zhu)流趨勢。企(qi)業(ye)(ye)在(zai)農業(ye)(ye)科(ke)技(ji)(ji)創(chuang)新(xin)中的(de)(de)作用(yong)日(ri)益突出,但科(ke)技(ji)(ji)創(chuang)新(xin)能(neng)力還有待(dai)進一步提高(gao)。總的(de)(de)來看(kan),山西涉(she)農企(qi)業(ye)(ye)中設立了科(ke)技(ji)(ji)研(yan)發(fa)機構的(de)(de)企(qi)業(ye)(ye)所占比例較(jiao)低,技(ji)(ji)術(shu)開(kai)發(fa)能(neng)力還比較(jiao)薄弱,多數企(qi)業(ye)(ye)沒有形成(cheng)(cheng)自己的(de)(de)核心技(ji)(ji)術(shu)能(neng)力,而且開(kai)展農業(ye)(ye)科(ke)技(ji)(ji)創(chuang)新(xin)的(de)(de)基礎(chu)條件(jian)較(jiao)差(cha),具有自主(zhu)知識產(chan)權的(de)(de)高(gao)新(xin)技(ji)(ji)術(shu)嚴重不(bu)足[10]。

  2農業科技創新體系建設

  按照(zhao)國家農(nong)業(ye)科(ke)技(ji)創新體系建(jian)設的(de)總體目(mu)標要(yao)求,要(yao)遵循農(nong)業(ye)科(ke)技(ji)發展(zhan)規律(lv)和(he)市場經濟規律(lv),以加(jia)大農(nong)業(ye)科(ke)技(ji)投入,增(zeng)強企業(ye)主體地(di)位,加(jia)強生產和(he)研究的(de)有機結合,推動先進科(ke)學技(ji)術成果(guo)的(de)轉化,發展(zhan)具有山西地(di)方(fang)特色和(he)區域優勢(shi)的(de)農(nong)業(ye)科(ke)技(ji)創新體系[11]。

  2.1農(nong)業(ye)知識(shi)創新系統

  創新(xin)主體以政府主辦(ban)的科(ke)研機構為主,包括高等農(nong)業院校、農(nong)業類國家實驗室、國家重點實驗室及(ji)各類省部(bu)屬(shu)科(ke)研機構,它們在農(nong)業科(ke)技(ji)創新(xin)體系(xi)中(zhong)(zhong)主要(yao)承擔(dan)著技(ji)術研發的作用(yong),其公共科(ke)研活(huo)(huo)動(dong)具有(you)基礎性、前沿(yan)性和(he)戰略性,事關(guan)區域(yu)內農(nong)業生產和(he)農(nong)村經濟發展中(zhong)(zhong)的重大(da)創新(xin)問題(ti)研究(jiu),并且在工作活(huo)(huo)動(dong)過程中(zhong)(zhong)不(bu)斷教育培訓(xun)出大(da)量的科(ke)技(ji)人才,把知(zhi)識轉化為社會生產力。

  2.2農業技術(shu)創新系統

  逐(zhu)步推進涉農(nong)企(qi)業(ye)成為農(nong)業(ye)技(ji)(ji)術(shu)創(chuang)新(xin)體(ti)系的主(zhu)體(ti)。要以新(xin)產(chan)品(pin)開(kai)發和(he)企(qi)業(ye)的技(ji)(ji)術(shu)改(gai)造為重點,建設企(qi)業(ye)技(ji)(ji)術(shu)中心(xin),突出涉農(nong)企(qi)業(ye)的科技(ji)(ji)創(chuang)新(xin)主(zhu)體(ti)地位(wei),加快企(qi)業(ye)自主(zhu)創(chuang)新(xin)能力建設。同(tong)時,以科研院所和(he)高(gao)校為依托,強化產(chan)學研一體(ti)化,提高(gao)企(qi)業(ye)的科技(ji)(ji)創(chuang)新(xin)能力,加快先進技(ji)(ji)術(shu)和(he)成果的引進、消化和(he)吸收。

  2.3農業技術推廣和中介(jie)服(fu)務系統

  農(nong)業(ye)科技推(tui)廣服(fu)務體系(xi)(xi)建設(she),涉(she)及到科技成(cheng)果(guo)的轉化問題,是把技術轉化為(wei)現實生產力的關鍵(jian)環節(jie),也(ye)是連(lian)接科研(yan)機(ji)構(gou)、高校、涉(she)農(nong)企業(ye)、農(nong)民(min)等創新主體的橋(qiao)梁和紐帶,使得農(nong)業(ye)科技創新體系(xi)(xi)的各類組(zu)成(cheng)部分緊密聯(lian)系(xi)(xi)在一起。其構(gou)成(cheng)主體包(bao)括各級農(nong)業(ye)技術推(tui)廣機(ji)構(gou)、專業(ye)協會和農(nong)民(min)合(he)作組(zu)織以及科技中(zhong)介服(fu)務機(ji)構(gou)[12]。

  2.4農業科技政策環境系統

  建立完善的(de)農(nong)(nong)業科技(ji)(ji)(ji)政(zheng)策(ce)環境(jing)系統(tong),主(zhu)要包括政(zheng)策(ce)法規(gui)如專利法、知識產權法、技(ji)(ji)(ji)術合同法、促進(jin)科技(ji)(ji)(ji)成果(guo)轉(zhuan)化法以及(ji)科技(ji)(ji)(ji)管(guan)理(li)體制、運行(xing)機制,為(wei)科技(ji)(ji)(ji)創新體系的(de)高效運轉(zhuan)提(ti)供適宜(yi)的(de)軟環境(jing),以規(gui)范技(ji)(ji)(ji)術市(shi)場的(de)交易(yi)行(xing)為(wei),維(wei)護科技(ji)(ji)(ji)工作者的(de)勞動(dong)成果(guo),保(bao)(bao)障(zhang)技(ji)(ji)(ji)術交易(yi)雙方的(de)合法權益,為(wei)農(nong)(nong)業市(shi)場的(de)良性運轉(zhuan)提(ti)供有力的(de)法律保(bao)(bao)障(zhang)。政(zheng)府(fu)在(zai)此系統(tong)中起著(zhu)主(zhu)導作用(yong)[13]。

  2.5農業科技創(chuang)新人才(cai)培訓系(xi)統

  以農(nong)(nong)業(ye)(ye)(ye)(ye)科(ke)(ke)技(ji)(ji)創新人(ren)才(cai)隊伍(wu)建設,提高(gao)(gao)(gao)農(nong)(nong)民科(ke)(ke)技(ji)(ji)素質(zhi)為主(zhu)要任務(wu)。一方面,根據(ju)山西省的(de)(de)農(nong)(nong)業(ye)(ye)(ye)(ye)特色(se),著力培(pei)養一批高(gao)(gao)(gao)質(zhi)量的(de)(de)農(nong)(nong)業(ye)(ye)(ye)(ye)學(xue)科(ke)(ke)帶(dai)頭(tou)人(ren)、農(nong)(nong)業(ye)(ye)(ye)(ye)科(ke)(ke)技(ji)(ji)領軍人(ren)才(cai),培(pei)養一大批涉農(nong)(nong)企業(ye)(ye)(ye)(ye)和(he)專業(ye)(ye)(ye)(ye)合作組(zu)織的(de)(de)經營管理(li)人(ren)才(cai)和(he)推廣(guang)應用(yong)人(ren)才(cai)。另一方面,根據(ju)農(nong)(nong)戶(hu)實際需求(qiu)和(he)文(wen)化水平等,通過(guo)多種途徑和(he)形式,開(kai)展(zhan)農(nong)(nong)民科(ke)(ke)技(ji)(ji)培(pei)訓(xun),提高(gao)(gao)(gao)農(nong)(nong)戶(hu)的(de)(de)科(ke)(ke)技(ji)(ji)應用(yong)能力。

  3推進農業科技創新體系建設對策措施

  3.1逐步推(tui)進以企業為(wei)主體(ti)、科研院所(suo)和高校(xiao)為(wei)依(yi)托的(de)科技創新體(ti)系建設

  以(yi)新產(chan)(chan)品開(kai)(kai)發(fa)(fa)和(he)企(qi)業(ye)(ye)技(ji)(ji)術(shu)改造為重(zhong)點(dian),培育和(he)壯大龍頭企(qi)業(ye)(ye)的(de)(de)科(ke)(ke)技(ji)(ji)競爭力(li);依(yi)托山(shan)西(xi)農(nong)(nong)(nong)業(ye)(ye)大學(xue)、山(shan)西(xi)省(sheng)農(nong)(nong)(nong)業(ye)(ye)科(ke)(ke)學(xue)院等(deng)科(ke)(ke)研(yan)機構以(yi)及農(nong)(nong)(nong)業(ye)(ye)科(ke)(ke)技(ji)(ji)企(qi)業(ye)(ye),實(shi)行(xing)多元(yuan)化投入,產(chan)(chan)學(xue)研(yan)、農(nong)(nong)(nong)科(ke)(ke)教密切結(jie)合,建立以(yi)企(qi)業(ye)(ye)為主體的(de)(de)產(chan)(chan)學(xue)研(yan)聯動(dong)機制,提高農(nong)(nong)(nong)業(ye)(ye)技(ji)(ji)術(shu)創(chuang)新體系活力(li),加(jia)快先進(jin)技(ji)(ji)術(shu)和(he)成果(guo)的(de)(de)引進(jin)、消化和(he)吸收。山(shan)西(xi)已經(jing)從2012年開(kai)(kai)始(shi)著(zhu)手建立30個以(yi)上(shang)農(nong)(nong)(nong)業(ye)(ye)科(ke)(ke)技(ji)(ji)創(chuang)新創(chuang)業(ye)(ye)團隊、20個以(yi)上(shang)農(nong)(nong)(nong)業(ye)(ye)科(ke)(ke)技(ji)(ji)重(zhong)點(dian)實(shi)驗室或(huo)工程技(ji)(ji)術(shu)研(yan)究中心,引導(dao)和(he)培育15家具有(you)較強創(chuang)新能(neng)力(li)的(de)(de)產(chan)(chan)學(xue)研(yan)聯盟,推進(jin)山(shan)西(xi)特色動(dong)植(zhi)物資源開(kai)(kai)發(fa)(fa),爭取開(kai)(kai)發(fa)(fa)出(chu)一批具有(you)自主知(zhi)識產(chan)(chan)權和(he)良好應用前景的(de)(de)創(chuang)新成果(guo)。

  3.2推進農村科技服務體系基礎設施建設

  加快健全基(ji)層農(nong)(nong)(nong)業(ye)公共(gong)服務機構,加強農(nong)(nong)(nong)村(cun)科(ke)(ke)技(ji)(ji)(ji)服務體系(xi)建(jian)(jian)設。一要(yao)加強鄉(xiang)鎮(zhen)農(nong)(nong)(nong)技(ji)(ji)(ji)站條件能力建(jian)(jian)設,配(pei)(pei)齊(qi)鄉(xiang)鎮(zhen)站(區域站)農(nong)(nong)(nong)技(ji)(ji)(ji)人(ren)員(yuan),每(mei)個村(cun)配(pei)(pei)備1名專職(zhi)或(huo)兼(jian)職(zhi)農(nong)(nong)(nong)技(ji)(ji)(ji)人(ren)員(yuan)和(he)動物防疫員(yuan)。深入(ru)推進農(nong)(nong)(nong)業(ye)科(ke)(ke)技(ji)(ji)(ji)進村(cun)入(ru)戶,開(kai)展農(nong)(nong)(nong)技(ji)(ji)(ji)人(ren)員(yuan)包村(cun)聯戶服務,加強隊伍管理(li),落(luo)實崗位職(zhi)責,明確服務責任(ren),強化考評機制。二要(yao)支持高(gao)等學(xue)校和(he)科(ke)(ke)研院(yuan)所與地(di)(di)方(fang)政府、基(ji)層農(nong)(nong)(nong)技(ji)(ji)(ji)部門、涉(she)農(nong)(nong)(nong)企業(ye)、農(nong)(nong)(nong)村(cun)經濟合作(zuo)組織、農(nong)(nong)(nong)業(ye)大(da)戶聯合共(gong)建(jian)(jian)農(nong)(nong)(nong)科(ke)(ke)教結合綜(zong)合基(ji)地(di)(di)和(he)農(nong)(nong)(nong)村(cun)科(ke)(ke)技(ji)(ji)(ji)服務站點[14]。三要(yao)設置多元(yuan)化的農(nong)(nong)(nong)業(ye)技(ji)(ji)(ji)術(shu)推廣體系(xi),扶持和(he)發展縣級科(ke)(ke)技(ji)(ji)(ji)綜(zong)合服務平臺,形成科(ke)(ke)技(ji)(ji)(ji)特(te)派(pai)員(yuan)、專家大(da)院(yuan)、科(ke)(ke)技(ji)(ji)(ji)進村(cun)入(ru)戶等多種模式,促使山(shan)西省農(nong)(nong)(nong)村(cun)科(ke)(ke)技(ji)(ji)(ji)服務工作(zuo)重心下(xia)移,促進農(nong)(nong)(nong)業(ye)先進技(ji)(ji)(ji)術(shu)的普(pu)及與推廣。

  3.3構建農業技術信息交流平臺

  建(jian)立跨部門、跨地區、跨行業(ye),多層(ceng)次、分布式的(de)(de)全省統一的(de)(de)農(nong)(nong)(nong)村綜(zong)合信(xin)(xin)息(xi)(xi)(xi)服務(wu)平臺。整合農(nong)(nong)(nong)作物(wu)品(pin)種、實用(yong)技(ji)術、農(nong)(nong)(nong)情(qing)資源(yuan)等各(ge)類信(xin)(xin)息(xi)(xi)(xi)資源(yuan)數(shu)據,建(jian)設基層(ceng)綜(zong)合信(xin)(xin)息(xi)(xi)(xi)服務(wu)站500個,鄉鎮服務(wu)點覆(fu)蓋率(lv)達(da)到80%以上,建(jian)設農(nong)(nong)(nong)業(ye)信(xin)(xin)息(xi)(xi)(xi)技(ji)術應用(yong)示范基地100個。推(tui)動信(xin)(xin)息(xi)(xi)(xi)服務(wu)網絡化,資源(yuan)管理數(shu)字化,實現(xian)推(tui)廣人員與農(nong)(nong)(nong)民不(bu)受時間和空間的(de)(de)限制進行自由的(de)(de)雙向溝通交流,打造包括農(nong)(nong)(nong)業(ye)公(gong)共(gong)信(xin)(xin)息(xi)(xi)(xi)、農(nong)(nong)(nong)產品(pin)電子商務(wu)、農(nong)(nong)(nong)業(ye)災害(hai)防治、農(nong)(nong)(nong)業(ye)新(xin)產品(pin)、新(xin)技(ji)術的(de)(de)農(nong)(nong)(nong)業(ye)科技(ji)數(shu)據信(xin)(xin)息(xi)(xi)(xi)共(gong)享平臺。

  3.4加(jia)強農業(ye)科技創(chuang)新體(ti)系人才方面建設

  3.4.1加快(kuai)科(ke)技(ji)創(chuang)新(xin)人才(cai)培(pei)養依托重大科(ke)研(yan)項目及(ji)工程和重點學科(ke)、科(ke)研(yan)基地的建設,培(pei)養引(yin)進一批農(nong)業(ye)科(ke)技(ji)急需(xu)緊缺人才(cai),培(pei)育認定一批優勢農(nong)業(ye)科(ke)研(yan)領(ling)(ling)域領(ling)(ling)軍人才(cai);健(jian)全科(ke)技(ji)特派員制度,加強創(chuang)新(xin)創(chuang)業(ye)團隊建設,促進農(nong)業(ye)科(ke)技(ji)人才(cai)服務農(nong)村[15]。

  3.4.2引(yin)導各(ge)類人(ren)才(cai)服務農(nong)(nong)村通過培養農(nong)(nong)業經營管理人(ren)才(cai),強化農(nong)(nong)村科(ke)技(ji)特(te)派員、大學生村官的技(ji)能培訓,優化農(nong)(nong)村管理人(ren)才(cai)結構等一(yi)系列措施,培養和加強農(nong)(nong)業技(ji)術推廣人(ren)才(cai)隊伍建(jian)設,強化提升其服務能力。

  3.4.3加強農(nong)民教(jiao)育培(pei)訓結合農(nong)業(ye)科(ke)技(ji)(ji)講座、科(ke)技(ji)(ji)咨(zi)詢(xun)、農(nong)業(ye)主導產業(ye)科(ke)技(ji)(ji)服(fu)務、農(nong)業(ye)科(ke)技(ji)(ji)示范基地等形式,開展農(nong)村實用技(ji)(ji)術培(pei)訓,并進行(xing)田間、地頭、現場指導,培(pei)養鄉土能人(ren)1萬名[16]。

  3.5有選擇、有重點(dian)發展優勢領域

  3.5.1加強農(nong)業技(ji)術(shu)推(tui)廣要更加注重(zhong)技(ji)術(shu)集成,策劃生成一批適合(he)山(shan)西(xi)省需求的(de)農(nong)業技(ji)術(shu),并以培訓(xun)和示(shi)(shi)(shi)范為(wei)手段,加大農(nong)業技(ji)術(shu)的(de)推(tui)廣力(li)度,利(li)用山(shan)西(xi)省特(te)有的(de)農(nong)產(chan)(chan)品(pin)資源稟賦,爭(zheng)取(qu)并實施(shi)好園(yuan)藝標準園(yuan)創(chuang)建(jian)、農(nong)業標準化(hua)示(shi)(shi)(shi)范區建(jian)設(she)、特(te)色優勢(shi)農(nong)產(chan)(chan)品(pin)基(ji)地建(jian)設(she),以開展(zhan)(zhan)科技(ji)進村入戶和實施(shi)基(ji)層(ceng)農(nong)技(ji)體(ti)系改革和示(shi)(shi)(shi)范縣建(jian)設(she)為(wei)載體(ti),廣泛開展(zhan)(zhan)農(nong)民培訓(xun)和示(shi)(shi)(shi)范,切實提高(gao)農(nong)業生產(chan)(chan)科技(ji)水平[17]。

  3.5.2大(da)力(li)支持農(nong)(nong)(nong)業(ye)(ye)(ye)產業(ye)(ye)(ye)化和龍頭企(qi)業(ye)(ye)(ye)發展(zhan)(zhan)培育一批特色鮮明(ming)、影響(xiang)力(li)大(da)的農(nong)(nong)(nong)業(ye)(ye)(ye)產業(ye)(ye)(ye)集群(qun),推(tui)(tui)動地方經濟增長、農(nong)(nong)(nong)民(min)增收。把(ba)農(nong)(nong)(nong)業(ye)(ye)(ye)產業(ye)(ye)(ye)化經營與(yu)推(tui)(tui)進農(nong)(nong)(nong)村經濟結構調整、發展(zhan)(zhan)縣域(yu)經濟、實施(shi)項目(mu)帶動戰略(lve)、擴大(da)對外開放等緊密(mi)地結合(he)起來,促進企(qi)業(ye)(ye)(ye)增效、農(nong)(nong)(nong)民(min)增收。龍頭企(qi)業(ye)(ye)(ye)與(yu)農(nong)(nong)(nong)戶按照(zhao)合(he)作或股(gu)份合(he)作的形式,形成緊密(mi)的利益共(gong)同體。
