4、根(gen)據(ju)市人(ren)(ren)(ren)(ren)事局(ju)文件《XX年(nian)(nian)年(nian)(nian)度市鄉土人(ren)(ren)(ren)(ren)才培(pei)(pei)養工(gong)作(zuo)安排意見(jian)》(筑人(ren)(ren)(ren)(ren)通(tong)(tong)〔XX年(nian)(nian)〕28號)文件精(jing)神,我們(men)根(gen)據(ju)我局(ju)實(shi)際情況(kuang),積(ji)極與各鄉鎮(zhen)進行(xing)聯系(xi),委托紅楓湖鎮(zhen)、站街鎮(zhen)、衛城鎮(zhen)培(pei)(pei)訓農(nong)村鄉土人(ren)(ren)(ren)(ren)才191名。我們(men)專門下(xia)發了文件《關于(yu)舉辦(ban)XX年(nian)(nian)年(nian)(nian)農(nong)村實(shi)用(yong)人(ren)(ren)(ren)(ren)才培(pei)(pei)訓班的通(tong)(tong)知》(清人(ren)(ren)(ren)(ren)勞通(tong)(tong)字〔XX年(nian)(nian)〕64號),在文件中規定培(pei)(pei)訓時間為XX年(nian)(nian)年(nian)(nian)8月(yue)至XX年(nian)(nian)年(nian)(nian)9月(yue)。培(pei)(pei)訓內容是晚番茄種植、肉雞飼養管理(li)、荷(he)蘭豆栽(zai)培(pei)(pei)及病(bing)蟲害(hai)防治技(ji)術(shu)(shu)、蔬菜嫁接技(ji)術(shu)(shu)、蔬菜節(jie)水灌溉(gai)技(ji)術(shu)(shu)、農(nong)產品開(kai)發、職業道德(de)、《勞動法》等。該(gai)培(pei)(pei)訓班已圓滿結束,191名農(nong)村實(shi)用(yong)人(ren)(ren)(ren)(ren)才全部通(tong)(tong)過了考試,并取得省鄉土人(ren)(ren)(ren)(ren)才專業技(ji)術(shu)(shu)資格(ge)證書。

11、 3月(yue)20日召(zhao)集全(quan)市(shi)事業單位(wei)召(zhao)開“市(shi)XX年(nian)年(nian)事業單位(wei)崗位(wei)設置工作動(dong)員會(hui)”,會(hui)后審核42個(ge)單位(wei)的《省事業單位(wei)崗位(wei)調查表》,并(bing)匯總(zong)上(shang)報市(shi)職稱專家處。
12、統計萬人(ren)擁有(you)專業(ye)技術人(ren)員數,并報送給科技局。
13、協同綜(zong)合科開展(zhan)公務員(yuan)電子(zi)政務培(pei)訓(xun)工(gong)作,共培(pei)訓(xun)964人。現培(pei)訓(xun)工(gong)作已于(yu)8月份結(jie)束。
14、XX年年10月26日舉行(xing)“一(yi)村一(yi)名大學生工程(cheng)”農村鄉鎮企業管(guan)理(li)班(ban)開(kai)班(ban)典(dian)禮。
根據省委(wei)組織部(bu)、省人(ren)(ren)事廳《關于組織實施(shi)“一(yi)村(cun)一(yi)名大(da)學(xue)生工(gong)程(cheng)”XX年(nian)年(nian)選拔(ba)優(you)秀青年(nian)提升(sheng)學(xue)歷工(gong)作的(de)通知》(人(ren)(ren)通〔XX年(nian)〕148號)文件精神,開辦“一(yi)村(cun)一(yi)名大(da)學(xue)生工(gong)程(cheng)”農村(cun)鄉(xiang)鎮企業(ye)(ye)管理(li)(li)班(ban),此(ci)班(ban)共招收40名學(xue)員,這些學(xue)員是在全市(shi)進(jin)行了(le)摸(mo)底調(diao)查(cha),采取組織安排(pai)與自(zi)愿報名相(xiang)結合的(de)方(fang)式(shi),經市(shi)委(wei)組織部(bu)批準同意后,市(shi)電大(da)進(jin)行資格審核并向(xiang)中央(yang)電大(da)申請了(le)注(zhu)冊的(de)(這是國家承認學(xue)歷的(de)大(da)專文憑)。并且(qie)明確學(xue)費由(you)省、市(shi)、市(shi)三(san)級財政按比列(lie)承擔。這個(ge)班(ban)專業(ye)(ye)設置為(wei)《鄉(xiang)鎮企業(ye)(ye)管理(li)(li)》,學(xue)制(zhi)兩年(nian),采取開放式(shi)教育的(de)形式(shi)學(xue)習,免試(shi)入學(xue)。

(一)管理(li)(li)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)(yuan)偏(pian)多,專業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)術(shu)(shu)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)(yuan)偏(pian)少。在調查(cha)現狀(zhuang)的(de)3000多家開(kai)發區企(qi)業(ye)(ye)(ye)(ye)230222人(ren)(ren)(ren)中,管理(li)(li)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)(yuan)與專業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)術(shu)(shu)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)(yuan)的(de)比(bi)(bi)例關系(xi)不甚合理(li)(li)。其(qi)中,管理(li)(li)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)(yuan)105518人(ren)(ren)(ren),占(zhan)(zhan)45.8%,專業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)術(shu)(shu)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)(yuan)124704人(ren)(ren)(ren),占(zhan)(zhan)54.2%。開(kai)發區企(qi)業(ye)(ye)(ye)(ye)大部分(fen)是制造(zao)業(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye),并(bing)且(qie)相當(dang)一部分(fen)是高新(xin)技(ji)(ji)(ji)術(shu)(shu)企(qi)業(ye)(ye)(ye)(ye),企(qi)業(ye)(ye)(ye)(ye)專業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)術(shu)(shu)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)(yuan)的(de)數量應當(dang)遠遠大于管理(li)(li)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)(yuan)。目前開(kai)發區企(qi)業(ye)(ye)(ye)(ye)的(de)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)(yuan)現狀(zhuang),與大力加強開(kai)發區各產(chan)業(ye)(ye)(ye)(ye)、行(xing)業(ye)(ye)(ye)(ye)的(de)科(ke)技(ji)(ji)(ji)推動力和企(qi)業(ye)(ye)(ye)(ye)自主創新(xin)能力的(de)要求(qiu)相比(bi)(bi),管理(li)(li)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)(yuan)占(zhan)(zhan)的(de)比(bi)(bi)重相對較(jiao)大,而專業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)術(shu)(shu)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)(yuan)占(zhan)(zhan)的(de)比(bi)(bi)重相對較(jiao)低。
(二(er))高(gao)層(ceng)次人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)缺(que)乏,總體質(zhi)量不(bu)高(gao)。從(cong)職(zhi)(zhi)稱(cheng)(cheng)(cheng)結(jie)構分析,具(ju)有(you)(you)高(gao)級職(zhi)(zhi)稱(cheng)(cheng)(cheng)的(de)(de)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)10947人(ren)(ren)(ren)(ren)(ren)(ren),占(zhan)(zhan)(zhan)4.8%,中(zhong)級職(zhi)(zhi)稱(cheng)(cheng)(cheng)30374人(ren)(ren)(ren)(ren)(ren)(ren),占(zhan)(zhan)(zhan)13.2%,初級職(zhi)(zhi)稱(cheng)(cheng)(cheng)53044人(ren)(ren)(ren)(ren)(ren)(ren),占(zhan)(zhan)(zhan)23%,沒(mei)有(you)(you)職(zhi)(zhi)稱(cheng)(cheng)(cheng)的(de)(de)135857人(ren)(ren)(ren)(ren)(ren)(ren),占(zhan)(zhan)(zhan)比(bi)高(gao)達59%。中(zhong)、高(gao)級職(zhi)(zhi)稱(cheng)(cheng)(cheng)人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)數量明(ming)顯(xian)偏(pian)少。從(cong)學歷結(jie)構分析,博士研究(jiu)生(sheng)401人(ren)(ren)(ren)(ren)(ren)(ren),占(zhan)(zhan)(zhan)0.17%,碩士學位(wei)研究(jiu)生(sheng)1206人(ren)(ren)(ren)(ren)(ren)(ren),占(zhan)(zhan)(zhan)0.52%、大(da)(da)學本(ben)科(ke)學歷28070人(ren)(ren)(ren)(ren)(ren)(ren),占(zhan)(zhan)(zhan)12.2%,大(da)(da)學專科(ke)學歷52978人(ren)(ren)(ren)(ren)(ren)(ren),占(zhan)(zhan)(zhan)23%,中(zhong)專(高(gao)中(zhong))及以下(xia)147567人(ren)(ren)(ren)(ren)(ren)(ren),占(zhan)(zhan)(zhan)比(bi)高(gao)達64.1%。具(ju)有(you)(you)碩士學位(wei)研究(jiu)生(sheng)以上學歷的(de)(de)高(gao)等人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)太少,沒(mei)有(you)(you)接受過大(da)(da)學教育的(de)(de)人(ren)(ren)(ren)(ren)(ren)(ren)員占(zhan)(zhan)(zhan)大(da)(da)多數,人(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)質(zhi)量明(ming)顯(xian)偏(pian)低。
(三)管(guan)理(li)(li)人(ren)(ren)(ren)員(yuan)(yuan)業務(wu)素質高,專業技術(shu)(shu)(shu)人(ren)(ren)(ren)員(yuan)(yuan)業務(wu)素質偏低。從職(zhi)稱結構分(fen)析,管(guan)理(li)(li)人(ren)(ren)(ren)員(yuan)(yuan)高級(ji)、中級(ji)、初(chu)級(ji)職(zhi)稱所(suo)占的比重(zhong)分(fen)別為5.2%、15.4%和18.8%;專業技術(shu)(shu)(shu)人(ren)(ren)(ren)員(yuan)(yuan)高級(ji)、中級(ji)、初(chu)級(ji)職(zhi)稱所(suo)占的比重(zhong)分(fen)別為4.4%、11.3%和26.6%,管(guan)理(li)(li)人(ren)(ren)(ren)員(yuan)(yuan)具有中、高級(ji)職(zhi)稱的占比高于專業技術(shu)(shu)(shu)人(ren)(ren)(ren)員(yuan)(yuan)4.9個百分(fen)點。從學歷(li)結構分(fen)析,管(guan)理(li)(li)人(ren)(ren)(ren)員(yuan)(yuan)具有本(ben)(ben)科(ke)以上(博(bo)士(shi)研究生、碩士(shi)研究生、本(ben)(ben)科(ke))學歷(li)的占17.4%,而專業技術(shu)(shu)(shu)人(ren)(ren)(ren)員(yuan)(yuan)占9.1%。管(guan)理(li)(li)人(ren)(ren)(ren)員(yuan)(yuan)的技術(shu)(shu)(shu)層次和業務(wu)素質明顯優于專業技術(shu)(shu)(shu)人(ren)(ren)(ren)員(yuan)(yuan)。
(四(si))制(zhi)造(zao)(zao)(zao)業(ye)(ye)人(ren)(ren)才狀況(kuang)好(hao)于(yu)(yu)服(fu)務(wu)(wu)(wu)業(ye)(ye)和其(qi)他行(xing)業(ye)(ye)。具有中、高級職(zhi)稱人(ren)(ren)才比例(li),制(zhi)造(zao)(zao)(zao)業(ye)(ye)占(zhan)本行(xing)業(ye)(ye)16.9%,服(fu)務(wu)(wu)(wu)業(ye)(ye)占(zhan)14.4%,其(qi)他行(xing)業(ye)(ye)為12.5%。具有博士(shi)、碩士(shi)、本科(ke)學歷人(ren)(ren)才比例(li),制(zhi)造(zao)(zao)(zao)業(ye)(ye)占(zhan)本行(xing)業(ye)(ye)9.7%,服(fu)務(wu)(wu)(wu)業(ye)(ye)占(zhan)7.8%,其(qi)他行(xing)業(ye)(ye)占(zhan)7.5%。總的(de)看(kan),制(zhi)造(zao)(zao)(zao)業(ye)(ye)好(hao)于(yu)(yu)服(fu)務(wu)(wu)(wu)業(ye)(ye),服(fu)務(wu)(wu)(wu)業(ye)(ye)好(hao)于(yu)(yu)其(qi)他行(xing)業(ye)(ye)。
二、開發區企業人力資源需求分析
伴隨我省開發(fa)區經濟和諧(xie)發(fa)展,未來(lai)幾(ji)年將是開發(fa)區企業(ye)(ye)對人才(cai)需(xu)求的(de)旺盛期,人才(cai)需(xu)求總(zong)體呈現出“數量大、質量高(gao)、專業(ye)(ye)化(hua)強”的(de)特點。
(一)專(zhuan)業(ye)(ye)技術(shu)人(ren)員(yuan)需(xu)(xu)(xu)(xu)求(qiu)(qiu)(qiu)(qiu)量(liang)擴大,管理(li)(li)人(ren)員(yuan)需(xu)(xu)(xu)(xu)求(qiu)(qiu)(qiu)(qiu)量(liang)放(fang)緩。從調查情況分(fen)(fen)析,1300多家企(qi)業(ye)(ye)未來幾年需(xu)(xu)(xu)(xu)求(qiu)(qiu)(qiu)(qiu)管理(li)(li)和專(zhuan)業(ye)(ye)技術(shu)人(ren)員(yuan)33370人(ren)。其中,專(zhuan)業(ye)(ye)技術(shu)人(ren)員(yuan)需(xu)(xu)(xu)(xu)求(qiu)(qiu)(qiu)(qiu)20332人(ren),占需(xu)(xu)(xu)(xu)求(qiu)(qiu)(qiu)(qiu)量(liang)的60.9%,比專(zhuan)業(ye)(ye)技術(shu)人(ren)員(yuan)現狀(zhuang)高(gao)出6.7個百分(fen)(fen)點。特別是對技能型、操作型中級、初級職稱人(ren)員(yuan)需(xu)(xu)(xu)(xu)求(qiu)(qiu)(qiu)(qiu)量(liang)較大,需(xu)(xu)(xu)(xu)求(qiu)(qiu)(qiu)(qiu)11045人(ren),占到了專(zhuan)業(ye)(ye)技術(shu)人(ren)員(yuan)需(xu)(xu)(xu)(xu)求(qiu)(qiu)(qiu)(qiu)量(liang)的54.3%。管理(li)(li)人(ren)員(yuan)需(xu)(xu)(xu)(xu)求(qiu)(qiu)(qiu)(qiu)13038人(ren),占需(xu)(xu)(xu)(xu)求(qiu)(qiu)(qiu)(qiu)總量(liang)的39.1%,比管理(li)(li)人(ren)員(yuan)現狀(zhuang)降低(di)6.7個百分(fen)(fen)點。企(qi)業(ye)(ye)在(zai)重(zhong)視管理(li)(li)的同時,對專(zhuan)業(ye)(ye)技術(shu)人(ren)員(yuan)的需(xu)(xu)(xu)(xu)求(qiu)(qiu)(qiu)(qiu)明顯增強。

從(cong)學(xue)(xue)(xue)歷需(xu)(xu)(xu)求(qiu)(qiu)情(qing)況分析,企業(ye)需(xu)(xu)(xu)求(qiu)(qiu)博士(shi)研(yan)究生488人(ren),碩士(shi)研(yan)究生752人(ren),大(da)(da)學(xue)(xue)(xue)本科(ke)9039人(ren),大(da)(da)學(xue)(xue)(xue)專(zhuan)科(ke)9875人(ren),中(zhong)(zhong)專(zhuan)(高(gao)中(zhong)(zhong))及以下13216人(ren),分別(bie)(bie)占需(xu)(xu)(xu)求(qiu)(qiu)量(liang)(liang)的(de)1.5%、2.3%、27.1%、29.6%和39.6%,分別(bie)(bie)比現狀高(gao)出1.3、1.8、14.9、6.6和-24.5個百分點(dian)。企業(ye)對(dui)高(gao)學(xue)(xue)(xue)歷的(de)人(ren)才(cai)需(xu)(xu)(xu)求(qiu)(qiu)數量(liang)(liang)上升,尤其是對(dui)具有大(da)(da)學(xue)(xue)(xue)本科(ke)學(xue)(xue)(xue)歷的(de)技能型人(ren)才(cai)需(xu)(xu)(xu)求(qiu)(qiu)量(liang)(liang)明(ming)顯(xian)加大(da)(da),對(dui)中(zhong)(zhong)專(zhuan)(高(gao)中(zhong)(zhong))及以下低學(xue)(xue)(xue)歷的(de)初級操作人(ren)員(yuan)需(xu)(xu)(xu)求(qiu)(qiu)量(liang)(liang)大(da)(da)幅度降低。由此說明(ming),企業(ye)對(dui)人(ren)員(yuan)的(de)技術(shu)層次和文化素質的(de)要(yao)求(qiu)(qiu)越來越高(gao)。
(三)制造(zao)業(ye)(ye)(ye)(ye)、服務(wu)業(ye)(ye)(ye)(ye)和(he)其(qi)他(ta)行(xing)(xing)(xing)(xing)業(ye)(ye)(ye)(ye)人(ren)才(cai)(cai)(cai)需求呈現(xian)多元化。從專業(ye)(ye)(ye)(ye)技術人(ren)員職(zhi)(zhi)稱(cheng)(cheng)需求分析,高級(ji)(ji)(ji)、中(zhong)級(ji)(ji)(ji)、初級(ji)(ji)(ji)職(zhi)(zhi)稱(cheng)(cheng)所(suo)占百分比(bi),制造(zao)業(ye)(ye)(ye)(ye)分別(bie)(bie)為11.9%、20.1%和(he)35%;服務(wu)業(ye)(ye)(ye)(ye)分別(bie)(bie)為10%、17.4%和(he)34.7%;其(qi)他(ta)行(xing)(xing)(xing)(xing)業(ye)(ye)(ye)(ye)分別(bie)(bie)為14.5%、13.1%和(he)35.6%。調查(cha)結果說明,所(suo)有(you)行(xing)(xing)(xing)(xing)業(ye)(ye)(ye)(ye)對初級(ji)(ji)(ji)職(zhi)(zhi)稱(cheng)(cheng)人(ren)才(cai)(cai)(cai)的(de)(de)(de)需求基本一致,大體(ti)占專業(ye)(ye)(ye)(ye)技術人(ren)才(cai)(cai)(cai)的(de)(de)(de)1/3,而(er)對高級(ji)(ji)(ji)、中(zhong)級(ji)(ji)(ji)職(zhi)(zhi)稱(cheng)(cheng)人(ren)才(cai)(cai)(cai)的(de)(de)(de)需求則因為行(xing)(xing)(xing)(xing)業(ye)(ye)(ye)(ye)不(bu)同有(you)所(suo)不(bu)同。制造(zao)業(ye)(ye)(ye)(ye)對高級(ji)(ji)(ji)、中(zhong)級(ji)(ji)(ji)職(zhi)(zhi)稱(cheng)(cheng)專業(ye)(ye)(ye)(ye)技術人(ren)才(cai)(cai)(cai)的(de)(de)(de)需求大于(yu)服務(wu)業(ye)(ye)(ye)(ye)和(he)其(qi)他(ta)行(xing)(xing)(xing)(xing)業(ye)(ye)(ye)(ye)。
從專業(ye)(ye)(ye)技術(shu)人員學(xue)(xue)(xue)歷(li)需(xu)(xu)求(qiu)分(fen)析,博(bo)士(shi)研究(jiu)生、碩(shuo)(shuo)士(shi)研究(jiu)生、大(da)(da)學(xue)(xue)(xue)本(ben)科(ke)(ke)、大(da)(da)學(xue)(xue)(xue)專科(ke)(ke)和(he)(he)中專(高(gao)中)及以下學(xue)(xue)(xue)歷(li)所占(zhan)百分(fen)比,制造業(ye)(ye)(ye)分(fen)別(bie)是(shi)1.4%、1.6%、21.2%、23.6%和(he)(he)52.2%,服(fu)務(wu)業(ye)(ye)(ye)分(fen)別(bie)是(shi)0.8%、2.3%、30.6%、20.4%和(he)(he)45.8%。調查結(jie)果說明(ming),制造業(ye)(ye)(ye)和(he)(he)服(fu)務(wu)業(ye)(ye)(ye)對碩(shuo)(shuo)士(shi)研究(jiu)生以上高(gao)學(xue)(xue)(xue)歷(li)人才(cai)的(de)需(xu)(xu)求(qiu)趨于(yu)一(yi)致,對具(ju)有大(da)(da)學(xue)(xue)(xue)本(ben)科(ke)(ke)、專科(ke)(ke)學(xue)(xue)(xue)歷(li)的(de)人員,服(fu)務(wu)業(ye)(ye)(ye)需(xu)(xu)求(qiu)量(liang)大(da)(da),制造業(ye)(ye)(ye)需(xu)(xu)求(qiu)量(liang)小(xiao),對低學(xue)(xue)(xue)歷(li)的(de)操作(zuo)工(gong)人,制造業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)需(xu)(xu)求(qiu)量(liang)大(da)(da),服(fu)務(wu)業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)需(xu)(xu)求(qiu)量(liang)小(xiao)。
三、調查分析結論
根據開發(fa)區企業人力資源(yuan)現狀和人才需求的調查,得出如(ru)下結論:
(一)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)對(dui)人(ren)(ren)才(cai)(cai)(cai)的(de)需(xu)求(qiu)(qiu)(qiu)(qiu)保持較(jiao)快增(zeng)(zeng)(zeng)長(chang)。隨著開(kai)發(fa)區(qu)整體投資(zi)環境的(de)改善,招商(shang)引資(zi)力(li)度的(de)加大,企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)數量越(yue)來越(yue)多,對(dui)人(ren)(ren)才(cai)(cai)(cai)的(de)需(xu)求(qiu)(qiu)(qiu)(qiu)日(ri)益增(zeng)(zeng)(zeng)長(chang)。根據對(dui)開(kai)發(fa)區(qu)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)人(ren)(ren)力(li)資(zi)源現狀和人(ren)(ren)力(li)資(zi)源需(xu)求(qiu)(qiu)(qiu)(qiu)的(de)調查分析,把企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)數量放大到全省開(kai)發(fa)區(qu),預計近幾(ji)年(nian)開(kai)發(fa)區(qu)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)需(xu)求(qiu)(qiu)(qiu)(qiu)人(ren)(ren)員(yuan)60萬(wan)人(ren)(ren),總體增(zeng)(zeng)(zeng)長(chang)26%。其(qi)中(zhong)(zhong),需(xu)求(qiu)(qiu)(qiu)(qiu)專業(ye)(ye)(ye)(ye)(ye)(ye)技術(shu)人(ren)(ren)員(yuan)36.6萬(wan)人(ren)(ren),增(zeng)(zeng)(zeng)長(chang)29.4%。專業(ye)(ye)(ye)(ye)(ye)(ye)技術(shu)人(ren)(ren)員(yuan)中(zhong)(zhong)的(de)制造(zao)業(ye)(ye)(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)需(xu)求(qiu)(qiu)(qiu)(qiu)31.3萬(wan)人(ren)(ren),增(zeng)(zeng)(zeng)長(chang)35.8%;服務業(ye)(ye)(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)需(xu)求(qiu)(qiu)(qiu)(qiu)1.7萬(wan)人(ren)(ren),增(zeng)(zeng)(zeng)長(chang)28.3%;其(qi)他(ta)行(xing)業(ye)(ye)(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)需(xu)求(qiu)(qiu)(qiu)(qiu)3.6萬(wan)人(ren)(ren),增(zeng)(zeng)(zeng)長(chang)11.5%。由(you)此看出,目前我省開(kai)發(fa)區(qu)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)人(ren)(ren)才(cai)(cai)(cai)全面(mian)緊缺(que),人(ren)(ren)力(li)資(zi)源匱乏,人(ren)(ren)才(cai)(cai)(cai)供需(xu)的(de)結構性矛盾比較(jiao)突出。

四、幾點建議
今后幾年,是(shi)開(kai)發區科學(xue)發展、和諧發展、率先發展的(de)(de)關鍵時(shi)期,也(ye)是(shi)開(kai)發區企業(ye)人才需求快速增長時(shi)期。如果不加快人才的(de)(de)培養、引進與開(kai)發,人才缺口將成為制約開(kai)發區健康發展的(de)(de)最(zui)大瓶頸(jing)。

(三)不斷(duan)提(ti)高(gao)(gao)人(ren)(ren)才(cai)(cai)(cai)(cai)素(su)質。針(zhen)對(dui)目前我(wo)省開發區企(qi)業(ye)(ye)(ye)人(ren)(ren)才(cai)(cai)(cai)(cai)資源緊缺、素(su)質偏低的現狀,必須加(jia)大(da)人(ren)(ren)才(cai)(cai)(cai)(cai)培(pei)養(yang)(yang)(yang)(yang)和培(pei)訓力(li)度。對(dui)企(qi)業(ye)(ye)(ye)現有(you)人(ren)(ren)才(cai)(cai)(cai)(cai)加(jia)強(qiang)培(pei)養(yang)(yang)(yang)(yang),全面(mian)提(ti)高(gao)(gao)現有(you)人(ren)(ren)才(cai)(cai)(cai)(cai)的層(ceng)(ceng)次(ci)和素(su)質。要進一步構(gou)建(jian)和完(wan)善企(qi)業(ye)(ye)(ye)多(duo)層(ceng)(ceng)次(ci)、多(duo)形(xing)式、開發性培(pei)訓體系,大(da)力(li)開展合(he)(he)作培(pei)養(yang)(yang)(yang)(yang)和自主培(pei)訓,根據(ju)企(qi)業(ye)(ye)(ye)發展規(gui)(gui)劃(hua)(hua)和目標,積極實施現有(you)人(ren)(ren)才(cai)(cai)(cai)(cai)的全面(mian)培(pei)訓規(gui)(gui)劃(hua)(hua)與(yu)計劃(hua)(hua),改善和提(ti)高(gao)(gao)員工的創新能力(li)和學(xue)(xue)歷(li)層(ceng)(ceng)次(ci),著力(li)培(pei)養(yang)(yang)(yang)(yang)高(gao)(gao)層(ceng)(ceng)次(ci)人(ren)(ren)才(cai)(cai)(cai)(cai),特別是企(qi)業(ye)(ye)(ye)急需(xu)(xu)的專門人(ren)(ren)才(cai)(cai)(cai)(cai)和專業(ye)(ye)(ye)人(ren)(ren)才(cai)(cai)(cai)(cai),促進企(qi)業(ye)(ye)(ye)人(ren)(ren)才(cai)(cai)(cai)(cai)整(zheng)體素(su)質的提(ti)高(gao)(gao),不斷(duan)優(you)化(hua)企(qi)業(ye)(ye)(ye)人(ren)(ren)才(cai)(cai)(cai)(cai)結構(gou)。加(jia)強(qiang)企(qi)校(xiao)(xiao)合(he)(he)作,培(pei)養(yang)(yang)(yang)(yang)企(qi)業(ye)(ye)(ye)適(shi)(shi)用對(dui)路的人(ren)(ren)才(cai)(cai)(cai)(cai)。建(jian)立高(gao)(gao)等(deng)院(yuan)校(xiao)(xiao)與(yu)企(qi)業(ye)(ye)(ye)合(he)(he)作對(dui)接對(dui)話機制,推動(dong)企(qi)業(ye)(ye)(ye)與(yu)院(yuan)校(xiao)(xiao)進行高(gao)(gao)層(ceng)(ceng)次(ci)和深(shen)層(ceng)(ceng)次(ci)的交(jiao)流(liu)與(yu)合(he)(he)作,加(jia)強(qiang)企(qi)業(ye)(ye)(ye)人(ren)(ren)才(cai)(cai)(cai)(cai)需(xu)(xu)求與(yu)高(gao)(gao)等(deng)院(yuan)校(xiao)(xiao)專業(ye)(ye)(ye)設(she)置(zhi)的溝(gou)通,根據(ju)企(qi)業(ye)(ye)(ye)需(xu)(xu)要適(shi)(shi)時調整(zheng)優(you)化(hua)院(yuan)校(xiao)(xiao)學(xue)(xue)科專業(ye)(ye)(ye),有(you)效解決供(gong)需(xu)(xu)矛盾,培(pei)養(yang)(yang)(yang)(yang)大(da)批(pi)企(qi)業(ye)(ye)(ye)適(shi)(shi)用的高(gao)(gao)素(su)質、復合(he)(he)型(xing)人(ren)(ren)才(cai)(cai)(cai)(cai)。同時,企(qi)業(ye)(ye)(ye)與(yu)高(gao)(gao)校(xiao)(xiao)可(ke)以建(jian)立委托培(pei)養(yang)(yang)(yang)(yang)機制,定(ding)制培(pei)養(yang)(yang)(yang)(yang)企(qi)業(ye)(ye)(ye)急需(xu)(xu)人(ren)(ren)才(cai)(cai)(cai)(cai)。
(四)積極有效地引(yin)進(jin)(jin)(jin)人(ren)(ren)才(cai)(cai)。根據開發區產(chan)業結構(gou)調整(zheng)和技(ji)術(shu)升級的需(xu)要,制(zhi)訂和實施緊(jin)缺(que)人(ren)(ren)才(cai)(cai)引(yin)進(jin)(jin)(jin)計劃,做好人(ren)(ren)才(cai)(cai)引(yin)進(jin)(jin)(jin)工作,重點(dian)引(yin)進(jin)(jin)(jin)支(zhi)柱(zhu)產(chan)業、基礎產(chan)業、新興產(chan)業和重點(dian)項目所急需(xu)的各類(lei)緊(jin)缺(que)的專業人(ren)(ren)才(cai)(cai)和高層(ceng)次人(ren)(ren)才(cai)(cai)。通過實行人(ren)(ren)才(cai)(cai)“柔性流動”政策、人(ren)(ren)才(cai)(cai)引(yin)進(jin)(jin)(jin)“零門檻”準入(ru)制(zhi)度(du)等措施,完善有利(li)于(yu)吸引(yin)人(ren)(ren)才(cai)(cai)的優惠配套政策。在(zai)落戶安家、工資(zi)福利(li)、生活補貼、社(she)會保險、子女入(ru)學、家屬就業等方面(mian)提供優惠,暢通人(ren)(ren)才(cai)(cai)引(yin)進(jin)(jin)(jin)綠色通道。
