一、指導思想
以科(ke)學(xue)發展觀為指導,把科(ke)學(xue)發展觀貫穿于校(xiao)園(yuan)建設工作始終(zhong),通過合理研究學(xue)校(xiao)布局,科(ke)學(xue)制(zhi)定(ding)建設規劃,嚴格執行(xing)校(xiao)建程序,推行(xing)校(xiao)建工作獎懲制(zhi)度,使我(wo)市(shi)校(xiao)建管理工作更加(jia)科(ke)學(xue)化(hua)(hua)、規范化(hua)(hua),促進我(wo)市(shi)教(jiao)育事業的(de)全面協調發展。
二、校建管理機構及職責
市教育(yu)局建立校(xiao)建工作領(ling)(ling)導小組(zu),負(fu)責全(quan)市校(xiao)建管(guan)理工作的組(zu)織領(ling)(ling)導和(he)協(xie)調。領(ling)(ling)導小組(zu)成員名單如下:

領導小組(zu)下設辦公室(簡(jian)(jian)稱校(xiao)(xiao)建(jian)辦),設在局(ju)辦公室,簡(jian)(jian)武(wu)生兼(jian)主(zhu)任,賴春明兼(jian)副主(zhu)任,各(ge)級教育部門(men)也應成立相(xiang)應校(xiao)(xiao)建(jian)工作機構。
校建(jian)辦主任工(gong)(gong)(gong)作職責:負責校建(jian)項目的前(qian)期(qi)、施工(gong)(gong)(gong)、竣工(gong)(gong)(gong)驗收等管理工(gong)(gong)(gong)作,按合同和審定的決算(suan)書簽字支付(fu)工(gong)(gong)(gong)程款(kuan)。經辦人員(yuan)配合主任做好校建(jian)管理工(gong)(gong)(gong)作。
校建辦工(gong)(gong)作(zuo)職責:一(yi)是(shi)(shi)負(fu)責項(xiang)(xiang)目審(shen)批(pi)工(gong)(gong)作(zuo),協助(zhu)學(xue)(xue)校辦理(li)有關手續;二是(shi)(shi)與學(xue)(xue)校及(ji)有關單(dan)位一(yi)起做好設計、監理(li)、施工(gong)(gong)等單(dan)位的確定(ding)和(he)協調工(gong)(gong)作(zuo);三是(shi)(shi)做好各種(zhong)圖紙、合(he)同(tong)、資(zi)料的審(shen)核(he)工(gong)(gong)作(zuo);四是(shi)(shi)監督(du)、檢查、落實各項(xiang)(xiang)合(he)同(tong)的執行情況及(ji)技術施工(gong)(gong)管理(li)、工(gong)(gong)程變更審(shen)批(pi);五是(shi)(shi)負(fu)責工(gong)(gong)程驗收(shou)及(ji)預(yu)決(jue)算的審(shen)核(he)工(gong)(gong)作(zuo)。
學校基層校建(jian)(jian)機(ji)構職責(ze):一(yi)是負(fu)(fu)責(ze)項目立項、報批(pi)工(gong)(gong)(gong)作(zuo)(zuo);二是負(fu)(fu)責(ze)土地征用工(gong)(gong)(gong)作(zuo)(zuo);三是做好工(gong)(gong)(gong)程現場監督管理工(gong)(gong)(gong)作(zuo)(zuo);四是負(fu)(fu)責(ze)籌措基建(jian)(jian)資(zi)金;五是按合同規定做好工(gong)(gong)(gong)程款的(de)分(fen)期撥(bo)付預審工(gong)(gong)(gong)作(zuo)(zuo);六是做好基建(jian)(jian)檔案資(zi)料的(de)收(shou)集和整理工(gong)(gong)(gong)作(zuo)(zuo);七是做好工(gong)(gong)(gong)程預決算的(de)初(chu)審工(gong)(gong)(gong)作(zuo)(zuo)。
三、校建工程項目管理
(一)項目的計劃(hua)管理(li)
為(wei)保證校(xiao)(xiao)建(jian)工(gong)程(cheng)(cheng)(cheng)(cheng)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)資金的(de)(de)(de)使用效益,使工(gong)程(cheng)(cheng)(cheng)(cheng)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)能夠(gou)順利的(de)(de)(de)實(shi)(shi)(shi)(shi)施(shi),市(shi)、縣(區(qu)(qu))教(jiao)(jiao)育(yu)(yu)局(ju)(ju)應(ying)做好本(ben)市(shi)、縣(區(qu)(qu))中(zhong)(zhong)(zhong)小學(xue)布局(ju)(ju)調整規(gui)劃(hua)。規(gui)劃(hua)應(ying)根據覆蓋人口數、服務半徑(jing)、經(jing)濟水平、地理(li)(li)、環境和(he)(he)教(jiao)(jiao)育(yu)(yu)中(zhong)(zhong)(zhong)長期(qi)發(fa)展(zhan)的(de)(de)(de)需求及(ji)農(nong)村城(cheng)填化建(jian)設(she)規(gui)劃(hua),周密測算,科學(xue)制(zhi)(zhi)定(ding)。市(shi)、縣(區(qu)(qu))教(jiao)(jiao)育(yu)(yu)局(ju)(ju)要在中(zhong)(zhong)(zhong)小學(xue)布局(ju)(ju)調整規(gui)劃(hua)的(de)(de)(de)基礎上(shang),有步驟、有計(ji)劃(hua)的(de)(de)(de)編(bian)制(zhi)(zhi)、審(shen)核校(xiao)(xiao)建(jian)工(gong)程(cheng)(cheng)(cheng)(cheng)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)投資計(ji)劃(hua)。凡新(xin)、改(gai)、擴建(jian)的(de)(de)(de)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)必須(xu)符合全市(shi)中(zhong)(zhong)(zhong)小學(xue)校(xiao)(xiao)布局(ju)(ju)調整規(gui)劃(hua)總(zong)體(ti)安(an)排,確定(ding)為(wei)撤(che)并的(de)(de)(de)學(xue)校(xiao)(xiao)不(bu)得立項(xiang)(xiang)建(jian)設(she)。具體(ti)工(gong)程(cheng)(cheng)(cheng)(cheng)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)由(you)學(xue)校(xiao)(xiao)提(ti)出申請(qing)報(bao)當地教(jiao)(jiao)育(yu)(yu)部門(men)審(shen)批后,列入當地校(xiao)(xiao)建(jian)工(gong)程(cheng)(cheng)(cheng)(cheng)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)計(ji)劃(hua)。對已(yi)經(jing)批準的(de)(de)(de)工(gong)程(cheng)(cheng)(cheng)(cheng)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu),要認(ren)真組織實(shi)(shi)(shi)(shi)施(shi),不(bu)得擅自更改(gai)。確需更改(gai)的(de)(de)(de),項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)學(xue)校(xiao)(xiao)須(xu)按(an)規(gui)定(ding)程(cheng)(cheng)(cheng)(cheng)序(xu)報(bao)原批準單位審(shen)批。堅(jian)決杜絕重復(fu)建(jian)設(she)和(he)(he)盲目(mu)(mu)(mu)(mu)(mu)上(shang)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)的(de)(de)(de)現象(xiang)發(fa)生(sheng)。各縣(區(qu)(qu))到省、中(zhong)(zhong)(zhong)央爭取(qu)資金項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)時必須(xu)經(jing)過市(shi)教(jiao)(jiao)育(yu)(yu)局(ju)(ju)審(shen)核同意。凡工(gong)程(cheng)(cheng)(cheng)(cheng)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)實(shi)(shi)(shi)(shi)施(shi)過程(cheng)(cheng)(cheng)(cheng)中(zhong)(zhong)(zhong)領導不(bu)重視,不(bu)按(an)批復(fu)建(jian)設(she),無實(shi)(shi)(shi)(shi)質性進展(zhan),因工(gong)作不(bu)力、管理(li)(li)不(bu)嚴或(huo)違(wei)規(gui)操(cao)作造(zao)成(cheng)工(gong)程(cheng)(cheng)(cheng)(cheng)質量問題(ti),不(bu)按(an)要求上(shang)報(bao)資料,挪用、克扣(kou)工(gong)程(cheng)(cheng)(cheng)(cheng)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)資金,嚴重影(ying)響我市(shi)校(xiao)(xiao)建(jian)工(gong)程(cheng)(cheng)(cheng)(cheng)形(xing)象(xiang)進度的(de)(de)(de),我市(shi)教(jiao)(jiao)育(yu)(yu)局(ju)(ju)不(bu)再安(an)排該(gai)縣(區(qu)(qu))工(gong)程(cheng)(cheng)(cheng)(cheng)項(xiang)(xiang)目(mu)(mu)(mu)(mu)(mu)。
(二(er))項目(mu)的立項管(guan)理
學校(xiao)(xiao)應根(gen)據本校(xiao)(xiao)的(de)總(zong)(zong)體(ti)規劃及(ji)事(shi)業發(fa)展的(de)需要以(yi)書面形(xing)式向當(dang)地教(jiao)(jiao)育(yu)(yu)部(bu)門(men)提(ti)出建(jian)設(she)項(xiang)(xiang)(xiang)(xiang)(xiang)目立項(xiang)(xiang)(xiang)(xiang)(xiang)申(shen)(shen)(shen)請(qing),內容包括(kuo):用途、建(jian)筑面積、層數、定(ding)(ding)點位置(zhi)、裝飾標準(zhun)及(ji)為完善該(gai)項(xiang)(xiang)(xiang)(xiang)(xiang)目的(de)功能所必須(xu)的(de)附(fu)屬設(she)施、該(gai)項(xiang)(xiang)(xiang)(xiang)(xiang)目的(de)投資概算、資金來源等。在提(ti)交請(qing)示的(de)同時,應附(fu)上(shang)校(xiao)(xiao)園(yuan)(yuan)總(zong)(zong)體(ti)規劃,規劃一旦批(pi)(pi)準(zhun),不(bu)得隨意(yi)(yi)變動,如確(que)需調整,須(xu)按(an)(an)規定(ding)(ding)程(cheng)(cheng)(cheng)序報(bao)(bao)原批(pi)(pi)準(zhun)單(dan)位審(shen)批(pi)(pi)。學校(xiao)(xiao)所有(you)項(xiang)(xiang)(xiang)(xiang)(xiang)目的(de)立項(xiang)(xiang)(xiang)(xiang)(xiang)和(he)建(jian)設(she)以(yi)批(pi)(pi)準(zhun)的(de)校(xiao)(xiao)園(yuan)(yuan)總(zong)(zong)體(ti)規劃為依(yi)據,項(xiang)(xiang)(xiang)(xiang)(xiang)目的(de)布(bu)局(ju)(ju)(ju)必須(xu)符合校(xiao)(xiao)園(yuan)(yuan)總(zong)(zong)體(ti)規劃。由當(dang)地教(jiao)(jiao)育(yu)(yu)部(bu)門(men)組(zu)織相關的(de)專家論證(zheng)、征求(qiu)各有(you)關方(fang)面的(de)意(yi)(yi)見,經當(dang)地教(jiao)(jiao)育(yu)(yu)部(bu)門(men)研究同意(yi)(yi)后,由該(gai)教(jiao)(jiao)育(yu)(yu)部(bu)門(men)負責向當(dang)地計委申(shen)(shen)(shen)報(bao)(bao)立項(xiang)(xiang)(xiang)(xiang)(xiang)。批(pi)(pi)準(zhun)立項(xiang)(xiang)(xiang)(xiang)(xiang)的(de)項(xiang)(xiang)(xiang)(xiang)(xiang)目列入(ru)當(dang)年部(bu)門(men)預算或追加(jia)部(bu)門(men)預算。對于(yu)省(sheng)(sheng)教(jiao)(jiao)育(yu)(yu)廳(ting)下達的(de)建(jian)設(she)項(xiang)(xiang)(xiang)(xiang)(xiang)目,實(shi)(shi)行(xing)項(xiang)(xiang)(xiang)(xiang)(xiang)目管理,按(an)(an)照項(xiang)(xiang)(xiang)(xiang)(xiang)目管理的(de)要求(qiu),采取逐級匯總(zong)(zong)、上(shang)報(bao)(bao)、審(shen)核(he)的(de)程(cheng)(cheng)(cheng)序。由項(xiang)(xiang)(xiang)(xiang)(xiang)目學校(xiao)(xiao)向縣(區(qu))教(jiao)(jiao)育(yu)(yu)局(ju)(ju)(ju)提(ti)出申(shen)(shen)(shen)請(qing),縣(區(qu))教(jiao)(jiao)育(yu)(yu)局(ju)(ju)(ju)對學校(xiao)(xiao)填報(bao)(bao)的(de)申(shen)(shen)(shen)請(qing)材料進行(xing)認真審(shen)核(he)、匯總(zong)(zong),并結合中(zhong)小學布(bu)局(ju)(ju)(ju)調整規劃,實(shi)(shi)事(shi)求(qiu)是(shi)地制定(ding)(ding)本縣(區(qu))工程(cheng)(cheng)(cheng)項(xiang)(xiang)(xiang)(xiang)(xiang)目建(jian)設(she)方(fang)案(an),報(bao)(bao)市教(jiao)(jiao)育(yu)(yu)局(ju)(ju)(ju)審(shen)核(he),市教(jiao)(jiao)育(yu)(yu)局(ju)(ju)(ju)對所轄縣(區(qu))上(shang)報(bao)(bao)的(de)建(jian)設(she)方(fang)案(an)進行(xing)審(shen)核(he)、匯總(zong)(zong),制定(ding)(ding)本地區(qu)工程(cheng)(cheng)(cheng)建(jian)設(she)方(fang)案(an),報(bao)(bao)省(sheng)(sheng)教(jiao)(jiao)育(yu)(yu)廳(ting)審(shen)核(he)。
(三(san))項目的設計管(guan)理
學校(xiao)(xiao)的(de)(de)(de)基本建設(she)必(bi)須(xu)貫徹“布局合理、協調美觀(guan)、經(jing)(jing)濟實用、牢固安全”的(de)(de)(de)原則,既(ji)要(yao)有前(qian)瞻性,在一定的(de)(de)(de)時(shi)期內(nei)能(neng)滿足使用功(gong)能(neng)方(fang)面的(de)(de)(de)需要(yao),又要(yao)防止盲(mang)目攀比、規(gui)模過大、標準(zhun)過高,造成投資管理失控和房屋及設(she)施、設(she)備空(kong)關閑(xian)置的(de)(de)(de)`現象。學校(xiao)(xiao)必(bi)須(xu)按(an)經(jing)(jing)過批準(zhun)的(de)(de)(de)用途、規(gui)模和標準(zhun)委(wei)托設(she)計(ji),設(she)計(ji)院根(gen)據委(wei)托設(she)計(ji)的(de)(de)(de)內(nei)容和要(yao)求和設(she)計(ji)規(gui)范進行設(she)計(ji)。設(she)計(ji)單位所(suo)出(chu)的(de)(de)(de)施工(gong)圖需經(jing)(jing)當地(di)教育部門校(xiao)(xiao)建辦審核并(bing)經(jing)(jing)該教育部門領導批準(zhun)后才能(neng)進行招投標和施工(gong),并(bing)作為(wei)造價結算的(de)(de)(de)依據。
(四)項目的(de)招投(tou)標管理(li)
學校(xiao)的校(xiao)建工程(cheng)項(xiang)目(包括維修項(xiang)目)均需按當地政府及(ji)當地教育部門(men)的規定(ding)通過(guo)招(zhao)投(tou)標確定(ding)施工和監理單位。所(suo)有各級(ji)校(xiao)建管(guan)理部門(men)和人員,在招(zhao)投(tou)標和施工管(guan)理過(guo)程(cheng)中均應廉潔(jie)自律,規范操(cao)作,樹立良(liang)好形(xing)象。為(wei)此必須(xu)做到(dao):
1、標底的(de)編制需以經批準的(de)施工(gong)圖為依據;
2、招投標嚴格(ge)按公(gong)開、公(gong)平(ping)、公(gong)正的(de)原則進(jin)行;
3、施工及(ji)監理招投(tou)標(biao)必須明確工程的(de)質量創優目(mu)標(biao);
4、為搞好(hao)廉(lian)政(zheng)建(jian)設,應由學校與工程承包(bao)方(fang)簽訂廉(lian)政(zheng)建(jian)設責(ze)任(ren)書,并相互監督執行。
(五)項目(mu)的施工(gong)變更(geng)管(guan)理
為(wei)嚴格控制工(gong)(gong)(gong)程造價,消(xiao)除(chu)隨(sui)意提(ti)高(gao)標(biao)準(zhun)(zhun),加(jia)強預算(suan)管理,所有建(jian)設(she)(she)項(xiang)目必(bi)須嚴格控制設(she)(she)計(ji)變更和項(xiang)目增減。在(zai)建(jian)設(she)(she)過(guo)程中,因使用(yong)和結構(gou)的(de)合理性需(xu)要,確(que)需(xu)變更設(she)(she)計(ji)或基礎工(gong)(gong)(gong)程量及超預算(suan)暫定價,經(jing)設(she)(she)計(ji)單位出具變更聯系單或施(shi)(shi)(shi)工(gong)(gong)(gong)圖(tu)(tu)紙,施(shi)(shi)(shi)工(gong)(gong)(gong)和監理單位認可(ke)(ke)(ke),學校簽署意見,報當(dang)地(di)教育局(ju)審(shen)核(he)(省教育廳下(xia)達的(de)校建(jian)工(gong)(gong)(gong)程項(xiang)目,還應經(jing)上(shang)級教育部(bu)門審(shen)核(he)同意),未(wei)(wei)經(jing)審(shen)批的(de)項(xiang)目,學校、施(shi)(shi)(shi)工(gong)(gong)(gong)單位不得隨(sui)意變更施(shi)(shi)(shi)工(gong)(gong)(gong)圖(tu)(tu)紙和增加(jia)工(gong)(gong)(gong)程造價。對于附(fu)屬設(she)(she)施(shi)(shi)(shi)和專用(yong)教室及辦公用(yong)房(fang)的(de)裝璜,由于一般施(shi)(shi)(shi)工(gong)(gong)(gong)圖(tu)(tu)未(wei)(wei)進行設(she)(she)計(ji),因而不屬于招(zhao)標(biao)范圍,這(zhe)部(bu)分在(zai)實(shi)施(shi)(shi)(shi)前學校需(xu)明確(que)具體項(xiang)目、標(biao)準(zhun)(zhun)、預算(suan)投資(zi)額(e)、資(zi)金來(lai)源等,上(shang)報當(dang)地(di)教育局(ju),經(jing)局(ju)批準(zhun)(zhun)后(hou)方(fang)可(ke)(ke)(ke)實(shi)施(shi)(shi)(shi)。超過(guo)預算(suan)投資(zi)額(e)的(de),學校應辦理追加(jia)部(bu)門預算(suan)的(de)報批手(shou)續(xu),明確(que)資(zi)金來(lai)源,經(jing)批準(zhun)(zhun)后(hou)方(fang)可(ke)(ke)(ke)實(shi)施(shi)(shi)(shi)。
(六)項(xiang)目的(de)質量和工期管理
1、校(xiao)建(jian)工(gong)程項目(mu)的實(shi)(shi)施必須貫徹“百(bai)年大計(ji),質(zhi)量(liang)第(di)一”的方針。學校(xiao)、設(she)計(ji)單位(wei)(wei)、施工(gong)及監理單位(wei)(wei)、各(ge)相關的管(guan)理部(bu)門必須嚴(yan)格執行設(she)計(ji)、施工(gong)和驗收(shou)規范,努力(li)實(shi)(shi)現質(zhi)量(liang)創優(you)的目(mu)標。要(yao)(yao)把工(gong)程質(zhi)量(liang)管(guan)理作為學校(xiao)及各(ge)級校(xiao)建(jian)管(guan)理人員的基(ji)本任務和重要(yao)(yao)職責。要(yao)(yao)堅決杜(du)絕“豆腐(fu) 渣(zha)工(gong)程”。工(gong)程質(zhi)量(liang)實(shi)(shi)行建(jian)設(she)單位(wei)(wei)法人代(dai)表終身負(fu)責制。
2、校(xiao)建工(gong)(gong)(gong)(gong)程項目(mu)的實施(shi),應按(an)照國(guo)家(jia)工(gong)(gong)(gong)(gong)期(qi)(qi)定(ding)額和省有關(guan)部門的規(gui)定(ding)確(que)定(ding)施(shi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)期(qi)(qi)。合理的工(gong)(gong)(gong)(gong)期(qi)(qi)是(shi)參予施(shi)工(gong)(gong)(gong)(gong)的各(ge)工(gong)(gong)(gong)(gong)種人員對各(ge)種材料進行(xing)必要的加(jia)工(gong)(gong)(gong)(gong)、制(zhi)作、安裝(zhuang)、養護(hu),進而達到(dao)規(gui)定(ding)的質量標準所必須(xu)(xu)時(shi)間。如要適(shi)當提前(qian),必須(xu)(xu)有科學(xue)合理、切實可行(xing)的措施(shi)作保證。當質量和工(gong)(gong)(gong)(gong)期(qi)(qi)發生矛(mao)盾時(shi),工(gong)(gong)(gong)(gong)期(qi)(qi)必須(xu)(xu)服從質量。同(tong)時(shi),工(gong)(gong)(gong)(gong)期(qi)(qi)一旦確(que)定(ding),又必須(xu)(xu)按(an)期(qi)(qi)完成(cheng),確(que)保按(an)期(qi)(qi)交付(fu)使用。除不(bu)可抗力外不(bu)得拖延工(gong)(gong)(gong)(gong)期(qi)(qi)。學(xue)校(xiao)及各(ge)級管(guan)理人員必須(xu)(xu)加(jia)強工(gong)(gong)(gong)(gong)期(qi)(qi)進度管(guan)理。
(七)項目的造價及財務結算的管(guan)理
1、嚴格(ge)按經(jing)批準的用途(tu)、規模和標準進行設計、施工和結算。
2、由于(yu)物價(jia)波動的原因,且按市(shi)有關部門規(gui)(gui)定造價(jia)可變動的項目(mu),按規(gui)(gui)定結算。
3、未(wei)經教育局(ju)批準,學校擅(shan)自(zi)變(bian)動的造價由學校全額承擔,但(dan)仍需辦理報批手續(xu)并調整(zheng)學校部門(men)預算后財務部門(men)才能支付。
4、施工(gong)單(dan)位的造(zao)價結(jie)算書需經學校初審(shen)、校建辦(ban)復(fu)審(shen)、有資(zi)質的中介機構審(shen)定。
5、施工(gong)階段的工(gong)程(cheng)(cheng)進度款,應嚴格根(gen)據合同規(gui)定,按(an)工(gong)程(cheng)(cheng)的形象進度由學校申請,校建辦審核局領導(dao)批準后,分期撥付(fu),防止超前支(zhi)付(fu)。
(八)項目的檔案及資(zi)料(liao)管理
質量愈(yu)好(hao)的工(gong)程(cheng)(cheng),使用年限(xian)愈(yu)長,愈(yu)能發揮(hui)該(gai)工(gong)程(cheng)(cheng)的效益,但必(bi)須有齊(qi)全的資料,完(wan)整(zheng)的檔(dang)案(an)作保(bao)證。學校校建管(guan)(guan)理(li)(li)人員要(yao)自始至(zhi)終注意(yi)收集并保(bao)管(guan)(guan)好(hao)工(gong)程(cheng)(cheng)各(ge)方面的資料,包括:批文、各(ge)種(zhong)許可證、圖紙、安裝和使用說明(ming)書、測試(shi)報(bao)告、施工(gong)日記志、預決算書等等,同時須按市(shi)檔(dang)案(an)管(guan)(guan)理(li)(li)部門(men)對基建檔(dang)案(an)的要(yao)求進行整(zheng)理(li)(li),做到資料齊(qi)全、及(ji)時歸檔(dang)。工(gong)程(cheng)(cheng)檔(dang)案(an)需一式貳份,分別交學校校建管(guan)(guan)理(li)(li)部門(men)及(ji)市(shi)檔(dang)案(an)管(guan)(guan)理(li)(li)部門(men)妥善保(bao)管(guan)(guan)。
四、校建工程項目報告制
建(jian)立全市校(xiao)建(jian)工(gong)(gong)程項目(mu)(mu)開(kai)(kai)工(gong)(gong)報(bao)告制(zhi)度(du)和工(gong)(gong)程進(jin)展月報(bao)制(zhi)度(du)。項目(mu)(mu)學校(xiao)必須在項目(mu)(mu)開(kai)(kai)工(gong)(gong)時(shi)將有關情況上(shang)報(bao)當(dang)地(di)教(jiao)育部(bu)門(men)(men),并由(you)當(dang)地(di)教(jiao)育部(bu)門(men)(men)上(shang)報(bao)上(shang)級教(jiao)育部(bu)門(men)(men);從*年5月開(kai)(kai)始,項目(mu)(mu)學校(xiao)在每(mei)月20號之(zhi)前(qian)(qian)向當(dang)地(di)教(jiao)育部(bu)門(men)(men)報(bao)送一次(ci)工(gong)(gong)程項目(mu)(mu)建(jian)設情況,當(dang)地(di)教(jiao)育部(bu)門(men)(men)在每(mei)月25號之(zhi)前(qian)(qian)向上(shang)級教(jiao)育部(bu)門(men)(men)報(bao)送項目(mu)(mu)建(jian)設情況,直至(zhi)該項目(mu)(mu)全部(bu)完成。報(bao)送內容:項目(mu)(mu)建(jian)設進(jin)度(du)情況、工(gong)(gong)程項目(mu)(mu)建(jian)設中出現(xian)的問題和重要事項,報(bao)告工(gong)(gong)作經驗,反映建(jian)設成果(guo)。報(bao)送方式:以書面材料和電子文檔兩種形式報(bao)送
五、校建工程項目督查制度
市、縣(區)校建辦要(yao)加強對(dui)工程(cheng)項(xiang)目建設的(de)監督(du)(du)檢查工作(zuo)(zuo),要(yao)實(shi)(shi)(shi)(shi)行責任事(shi)故(gu)追究制(zhi)。對(dui)工作(zuo)(zuo)不力、管(guan)(guan)理不嚴或違規(gui)操(cao)作(zuo)(zuo)造成工程(cheng)質(zhi)量問(wen)題(ti)、或人為影響項(xiang)目工程(cheng)進(jin)度、延誤(wu)工期(qi)的(de),對(dui)疏于管(guan)(guan)理造成國有(you)資(zi)產流(liu)失以及出現(xian)其他重要(yao)責任事(shi)故(gu)的(de)行為,將按照有(you)關規(gui)定,追究相關負(fu)責人的(de)責任。市-.校建辦將定期(qi)或不定期(qi)地對(dui)全(quan)市校建工程(cheng)項(xiang)目建設情(qing)況(kuang)進(jin)行實(shi)(shi)(shi)(shi)地督(du)(du)查。督(du)(du)點是管(guan)(guan)理人員落實(shi)(shi)(shi)(shi)情(qing)況(kuang)、資(zi)金到位情(qing)況(kuang)、工程(cheng)進(jin)度、工程(cheng)質(zhi)量、安全(quan)措施落實(shi)(shi)(shi)(shi)情(qing)況(kuang)、資(zi)料歸檔(dang)情(qing)況(kuang)。發現(xian)問(wen)題(ti)、限(xian)期(qi)整改,并將督(du)(du)查和整改情(qing)況(kuang)以情(qing)況(kuang)匯(hui)報形式上報局校建工作(zuo)(zuo)領導小組。
六、建立校建工作考核與獎懲制度
(一)考核對象
各(ge)縣(區(qu))教育(yu)部(bu)門、市(shi)直各(ge)學(xue)校、縣(區(qu))各(ge)學(xue)校。
(二)考核內容
考核內容為每年(nian)市直學(xue)校、各縣(區)教育行政部門、各縣(區)中小學(xue)校所有新建擴建工(gong)程項目的投資完(wan)成情況、工(gong)程形象進度(du)和開竣工(gong)時間、是否按要求(qiu)高質量(liang)及時地(di)上報進度(du)表等。
(三)考核辦法
1、校建管理工作先(xian)進單位
年終被考(kao)核對象(xiang)于每年1月份(fen),向市教育局校(xiao)(xiao)建(jian)辦(ban)報送校(xiao)(xiao)建(jian)年度(du)工作總(zong)結(jie)及年度(du)自(zi)評(ping)報告,市教育局校(xiao)(xiao)建(jian)辦(ban)再結(jie)合平(ping)時對全市校(xiao)(xiao)建(jian)工程項目(mu)檢查的情況,根據校(xiao)(xiao)建(jian)工作考(kao)核目(mu)標量化考(kao)評(ping)打分(fen)法,綜合評(ping)選出(chu)校(xiao)(xiao)建(jian)管(guan)理工作先進單位。
2、校建(jian)管理工作先進個人
在校(xiao)建(jian)工程項(xiang)(xiang)目建(jian)設中(zhong),工作積極主動(dong),責任心強。特別是在本單(dan)位項(xiang)(xiang)目實(shi)施過程中(zhong),能夠起到骨干帶頭作用,圓滿完成承(cheng)擔的工作任務,成績(ji)顯著,事(shi)跡(ji)突(tu)出。由學校(xiao)和縣(區)教育局推薦(jian),市校(xiao)建(jian)辦(ban)審核(he)評選(xuan)。
(五)獎懲辦法
1、獎勵
為進一(yi)步(bu)加(jia)大(da)我(wo)市校(xiao)建(jian)(jian)(jian)管理(li)工(gong)作力度,充分調動各級教(jiao)育(yu)部門、各學校(xiao)對(dui)(dui)校(xiao)建(jian)(jian)(jian)工(gong)程(cheng)項目(mu)建(jian)(jian)(jian)設管理(li)的(de)(de)積極性,從*年起(qi),每年對(dui)(dui)校(xiao)建(jian)(jian)(jian)工(gong)作進行(xing)評比表彰。對(dui)(dui)校(xiao)建(jian)(jian)(jian)工(gong)程(cheng)任務完成出(chu)色(se)的(de)(de)縣、區,市教(jiao)育(yu)局(ju)將在項目(mu)安排上予以傾斜。

為提高(gao)全(quan)縣(xian)普通(tong)中(zhong)小(xiao)(xiao)學(xue)(xue)(xue)辦(ban)(ban)學(xue)(xue)(xue)水平,改善辦(ban)(ban)學(xue)(xue)(xue)條(tiao)件(jian),推進(jin)學(xue)(xue)(xue)校建(jian)設的(de)標(biao)準(zhun)化、科學(xue)(xue)(xue)化、規范化,促(cu)進(jin)基(ji)礎教育(yu)均(jun)衡發展,省教育(yu)廳制(zhi)定(ding)了《省普通(tong)中(zhong)小(xiao)(xiao)學(xue)(xue)(xue)基(ji)本(ben)辦(ban)(ban)學(xue)(xue)(xue)條(tiao)件(jian)標(biao)準(zhun)(試行)》,為抓住(zhu)機遇(yu),促(cu)進(jin)全(quan)縣(xian)中(zhong)小(xiao)(xiao)學(xue)(xue)(xue)教育(yu)教學(xue)(xue)(xue)條(tiao)件(jian)的(de)改善,推動(dong)城鄉(xiang)教育(yu)均(jun)衡發展,經(jing)研究決定(ding)在(zai)全(quan)縣(xian)普通(tong)中(zhong)小(xiao)(xiao)學(xue)(xue)(xue)開展基(ji)本(ben)辦(ban)(ban)學(xue)(xue)(xue)條(tiao)件(jian)普查(cha)工作(zuo),現就(jiu)有關(guan)事項(xiang)通(tong)知如下:
一、工作步驟
(一)明確標準,組織培訓。根據省普通中(zhong)小學基(ji)本辦學條件標準,由督導室(shi)制定考核評估細則,同時對相關科室(shi)人員進行業務培訓,把(ba)握(wo)標準,明確要求。
(二)對照標準,全(quan)面普(pu)查(cha)。各股(gu)室站在(zai)全(quan)面了解省(sheng)標準的(de)基礎上,確定(ding)全(quan)縣(xian)普(pu)查(cha)方(fang)式、內容,設計普(pu)查(cha)表格,在(zai)全(quan)縣(xian)范圍內,逐(zhu)校(xiao)(xiao)逐(zhu)項(xiang)全(quan)面普(pu)查(cha),學校(xiao)(xiao)、縣(xian)教育局逐(zhu)級匯總,省(sheng)級規(gui)范化(hua)學校(xiao)(xiao)同時要對照省(sheng)教育廳下發(fa)的(de)《省(sheng)省(sheng)級規(gui)范化(hua)學校(xiao)(xiao)評(ping)估標準與實(shi)施細(xi)則(試行)》,形成學校(xiao)(xiao)的(de)自(zi)評(ping)報(bao)告。
(三)強化協調(diao),完善方案。適時召開(kai)全縣普通中小學(xue)基本辦學(xue)條件標準化建設協調(diao)會(hui),在全面(mian)調(diao)研基礎上,對現狀進行分析,查找存在差距,制定(ding)下(xia)一步工作方案。
二、時間安排
5月4日:召(zhao)開全縣中小學(xue)基本(ben)辦(ban)學(xue)條件(jian)標(biao)準化建(jian)設(she)工作(zuo)(zuo)小組協調會議,明確各(ge)相關股室(shi)站(zhan)工作(zuo)(zuo)職(zhi)責(ze)和分工,抽(chou)調工作(zuo)(zuo)人員組成(cheng)學(xue)校標(biao)準化建(jian)設(she)普查小組;
5月(yue)5日(ri)~5月(yue)20日(ri):普查(cha)小組依據標準逐校展開普查(cha);
5月(yue)21日~5月(yue)30日:匯(hui)總普查數據,形成上(shang)報材料。
三、工作要求
(一(yi))各(ge)單位要高度重視全(quan)縣普(pu)通中小學基本辦(ban)學條(tiao)件標準(zhun)化建(jian)設普(pu)查(cha)(cha)(cha)工(gong)(gong)(gong)作(zuo)。在逐校普(pu)查(cha)(cha)(cha)過程中,校長(chang)是(shi)普(pu)查(cha)(cha)(cha)工(gong)(gong)(gong)作(zuo)的第一(yi)責任人,各(ge)鎮(zhen)辦(ban)、各(ge)學校要安(an)排工(gong)(gong)(gong)作(zuo)認真負責的.同(tong)志,負責普(pu)查(cha)(cha)(cha)的各(ge)項排查(cha)(cha)(cha)、清點、填表(biao)以及匯總上報等工(gong)(gong)(gong)作(zuo),對在抽查(cha)(cha)(cha)驗證中發現問題的單位,將責令其在規定(ding)時(shi)間內重新填報,確(que)保普(pu)查(cha)(cha)(cha)數據準(zhun)確(que)無誤。
