  3 、 施工成本管理控制

  項目施工(gong)的成功與否,利潤率(lv)是一(yi)個重要指標。利潤收(shou)入(ru)(ru)一(yi)成本,可知利潤的增長(chang),就要增加(jia)收(shou)入(ru)(ru)、減少(shao)成本。收(shou)入(ru)(ru)在(zai)施工(gong)單(dan)位競標以

  后是(shi)(shi)相對同定的,而成(cheng)(cheng)本在施(shi)工(gong)當中則是(shi)(shi)可控(kong)制的,因此(ci)成(cheng)(cheng)本控(kong)制是(shi)(shi)建設(she)項目施(shi)工(gong)管理的關鍵工(gong)作。

  ①、成本(ben)最(zui)低(di)化原則(ze):施(shi)工單位(wei)應(ying)根據市場價格編制施(shi)工定額(e)(e)。施(shi)工定額(e)(e)要求成本(ben)最(zui)低(di)化,同時還應(ying)注意(yi)降低(di)成本(ben)的合(he)理性。施(shi)工定額(e)(e)還應(ying)根據市場價格的變動(dong),經常地進行調整。

  ②、全(quan)面成本(ben)控(kong)(kong)(kong)制(zhi)原(yuan)則:成本(ben)控(kong)(kong)(kong)制(zhi)是三全(quan)控(kong)(kong)(kong)制(zhi)。即全(quan)企(qi)業(ye),全(quan)員和全(quan)過程(cheng)的控(kong)(kong)(kong)制(zhi)。項目成本(ben)的全(quan)員控(kong)(kong)(kong)制(zhi)有(you)一個(ge)系統的實質性(xing)內容,包(bao)括各部門(men)、各單位的責任網(wang)絡和班組經濟核算等等,應防止成本(ben)控(kong)(kong)(kong)制(zhi)人(ren)(ren)(ren)人(ren)(ren)(ren)有(you)責,又人(ren)(ren)(ren)人(ren)(ren)(ren)不管。

  ③、動態控制(zhi)原則:施(shi)工項目是一(yi)次(ci)性的,成(cheng)本控制(zhi)應(ying)從項目施(shi)工的開始(shi)一(yi)直到結束。在施(shi)工前,應(ying)確定成(cheng)本控制(zhi)目標;在施(shi)工中(zhong),應(ying)對成(cheng)本進行(xing)實時控制(zhi),及時校正(zheng)偏差;在施(shi)工結束后,對成(cheng)本控制(zhi)的情況(kuang)進行(xing)總(zong)結。

  ④、目(mu)(mu)標管理原則:項(xiang)(xiang)(xiang)目(mu)(mu)施工開始前,應(ying)對項(xiang)(xiang)(xiang)目(mu)(mu)施工成(cheng)(cheng)本控制確(que)立目(mu)(mu)標。目(mu)(mu)標的確(que)定(ding)應(ying)注意(yi)其合理性,目(mu)(mu)標太高則易造成(cheng)(cheng)浪費,太低又難以保(bao)證質(zhi)量。如果目(mu)(mu)標成(cheng)(cheng)本確(que)定(ding)合理,項(xiang)(xiang)(xiang)目(mu)(mu)施工的實際(ji)成(cheng)(cheng)本就應(ying)該與目(mu)(mu)標成(cheng)(cheng)本相差(cha)不多。

  5、責(ze)、權(quan)、利(li)相結合的原(yuan)則。在項(xiang)目施工(gong)過程中,項(xiang)目經(jing)理、各部

  門(men)在肩負成(cheng)本(ben)控(kong)(kong)(kong)制責任(ren)的(de)(de)同(tong)時(shi),享有成(cheng)本(ben)控(kong)(kong)(kong)制的(de)(de)權力(li),同(tong)時(shi)項(xiang)目經理要對(dui)各(ge)部門(men)在成(cheng)本(ben)控(kong)(kong)(kong)制中的(de)(de)業績進行定期的(de)(de)檢(jian)查(cha)和(he)考評,實(shi)行有獎(jiang)有罰。只有真(zhen)正做(zuo)好責、權、利相結合(he)的(de)(de)成(cheng)本(ben)控(kong)(kong)(kong)制,才能收到預(yu)期的(de)(de)效果。

  4、施工安全管理

  1、當前建筑施工(gong)安全管理工(gong)作中存在的問(wen)題

  1.1 安全(quan)(quan) 教育 嚴重(zhong)滯后。施(shi)工 企業 招收的(de)大部分(fen)工人都沒有進行系統的(de)安全(quan)(quan)教育,致使(shi)這(zhe)些人嚴重(zhong)缺(que)乏(fa)安全(quan)(quan)生產知(zhi)識,安全(quan)(quan)操作水平低,自我防護能力差。

  1.2 施工安(an)全資(zi)料不規范、不標準。施工組織設計方(fang)案、分項交(jiao)底和安(an)全教育針(zhen)對性不強(qiang)、不全、不準或與(yu)現場(chang)(chang)實際(ji)不符(fu)。安(an)全技術交(jiao)底不到位,施工安(an)全活動記錄不真實,這就給施工現場(chang)(chang)安(an)全管理(li)帶來了原則性的(de)錯誤和隱患(huan)。

  1.3 施工現(xian)場(chang)(chang)安(an)全意(yi)識重視不(bu)(bu)(bu)夠。施工現(xian)場(chang)(chang)露天(tian)高空作(zuo)(zuo)業多,多工種聯合作(zuo)(zuo)業,人(ren)員流動(dong)大,高空墜物(wu)、物(wu)體打(da)擊、觸電、中毒、以及(ji)坍塌等事(shi)故時(shi)有發生,許多施工現(xian)場(chang)(chang)存(cun)在場(chang)(chang)容場(chang)(chang)貌較差、場(chang)(chang)地(di)高低不(bu)(bu)(bu)平、道路(lu)不(bu)(bu)(bu)暢通、材料(liao)及(ji)廢棄(qi)物(wu)亂堆(dui)亂放、施工現(xian)場(chang)(chang)無安(an)全標(biao)志或(huo)有安(an)全標(biao)志卻懸掛位(wei)置不(bu)(bu)(bu)合理、部分工地(di)現(xian)場(chang)(chang)封閉管理仍不(bu)(bu)(bu)到位(wei)、生活設(she)施不(bu)(bu)(bu)符合規(gui)定等現(xian)象,安(an)全狀況一直得不(bu)(bu)(bu)到徹底改善(shan),最(zui)終影響了施工進度(du)、成本和(he)效益。

  1.4 施(shi)(shi)工(gong)(gong)安(an)(an)全管(guan)(guan)理(li)(li)(li)不(bu)(bu)嚴(yan),抓落實(shi)的力度不(bu)(bu)夠(gou)。施(shi)(shi)工(gong)(gong)現(xian)場管(guan)(guan)理(li)(li)(li)人員(yuan)缺乏(fa)搞好安(an)(an)全管(guan)(guan)理(li)(li)(li)的辦法和手(shou)段,對現(xian)場作業中存在的習慣性違(wei)章和一些(xie)隱患問題不(bu)(bu)敏感,不(bu)(bu)制(zhi)止(zhi)、不(bu)(bu)分析(xi)、不(bu)(bu)研(yan)究、無動于衷、見(jian)怪不(bu)(bu)怪,管(guan)(guan)理(li)(li)(li)人員(yuan)對施(shi)(shi)工(gong)(gong)安(an)(an)全管(guan)(guan)理(li)(li)(li)的不(bu)(bu)重視造成了安(an)(an)全管(guan)(guan)理(li)(li)(li)職能上下(xia)(xia)脫節,工(gong)(gong)作失控,使(shi)施(shi)(shi)工(gong)(gong)中的安(an)(an)全管(guan)(guan)理(li)(li)(li)措(cuo)施(shi)(shi)落實(shi)不(bu)(bu)下(xia)(xia)去。

  1.5 設(she)計(ji)(ji)(ji)(ji)單位存在一些(xie)不容忽視(shi)的(de)(de)問題。有些(xie)設(she)計(ji)(ji)(ji)(ji)人員往往只滿足于規范(fan)對設(she)計(ji)(ji)(ji)(ji)強度(du)(du) 計(ji)(ji)(ji)(ji)算 上的(de)(de)安全度(du)(du)需要,計(ji)(ji)(ji)(ji)算圖形和受力(li)路線不明確(que),造(zao)成局(ju)部(bu)受力(li)過大(da),或者混凝(ning)土強度(du)(du)等級過低、保護(hu)層厚度(du)(du)過小(xiao)、鋼筋直徑過細、構件截面過薄,消弱了建(jian)筑結構耐(nai)(nai)久(jiu)性(xing);設(she)計(ji)(ji)(ji)(ji)中考(kao)慮強度(du)(du)多而(er)考(kao)慮耐(nai)(nai)久(jiu)性(xing)少,重(zhong)(zhong)視(shi)強度(du)(du)極限狀(zhuang)態(tai)而(er)不重(zhong)(zhong)視(shi)使用(yong)極限狀(zhuang)態(tai),重(zhong)(zhong)視(shi)新建(jian)筑的(de)(de)建(jian)造(zao)而(er)不重(zhong)(zhong)視(shi)舊建(jian)筑的(de)(de)維護(hu),對工程的(de)(de)安全造(zao)成了直接影響。

  1.6 現場施工用(yong)電(dian)不規范。未(wei)使用(yong)標準配(pei)電(dian)箱或配(pei)電(dian)箱安裝位置不當,漏電(dian)開(kai)關參數(shu)不匹配(pei),且存(cun)在部(bu)分配(pei)電(dian)箱內(nei)無(wu)隔離(li)開(kai)關,引(yin)入(ru)引(yin)出線路不符合要求或混亂,外電(dian)防護不到(dao)位或防護不符合要求等(deng)現象(xiang)。

  1.7 現場施(shi)(shi)(shi)(shi)工機械設(she)備防護(hu)不(bu)規范。安全防護(hu)設(she)施(shi)(shi)(shi)(shi)不(bu)能按規定(ding)配備到位。施(shi)(shi)(shi)(shi)工企(qi)業單純注(zhu)重(zhong)生產進度和(he)(he)經濟(ji)利益,忽視對安全的投入。一些(xie)生產廠(chang)家為了自(zi)身利益,不(bu)按國(guo)家有關標(biao)準和(he)(he)規范進行設(she)計制造施(shi)(shi)(shi)(shi)工機械設(she)備。隨意降(jiang)低產品性能、安全系數,在生產中偷工減料(liao)。致使(shi)劣質設(she)備在施(shi)(shi)(shi)(shi)工現場泛濫成(cheng)災。這些(xie)都給現場施(shi)(shi)(shi)(shi)工安全管理帶(dai)來了隱患。

  2 、施工安全管理存在問題的相(xiang)應對(dui)策

  2.1 對(dui)施工(gong)人員做(zuo)好(hao)安(an)全培訓(xun)教(jiao)育,針對(dui)建設施工(gong)人員素質參差不齊的(de)實際情(qing)況,區分層次,突出重(zhong)點、兼顧普遍(bian),采(cai)取多(duo)種(zhong)方(fang)式做(zuo)好(hao)安(an)全培訓(xun)工(gong)作(zuo),對(dui)特種(zhong)作(zuo)業人員(電焊工(gong)、電工(gong)、起重(zhong)工(gong)等)要結合工(gong)種(zhong)進(jin)行崗(gang)前(qian)安(an)全教(jiao)育,必須經(jing)有關部門做(zuo)好(hao)安(an)全防護、救護等基本(ben)的(de)安(an)全知(zhi)識培訓(xun)并合格后方(fang)可上崗(gang)。

  2.2 統一施(shi)工(gong)安(an)全(quan)(quan)(quan)資料標準。在建(jian)(jian)筑(zhu)行業(ye)中(zhong),全(quan)(quan)(quan)面(mian)開展(zhan)學(xue)習《建(jian)(jian)筑(zhu)法(fa)(fa)》、《安(an)全(quan)(quan)(quan)生(sheng)產法(fa)(fa)》、《建(jian)(jian)設工(gong)程安(an)全(quan)(quan)(quan)生(sheng)產管理條例》、建(jian)(jian)筑(zhu)施(shi)工(gong)安(an)全(quan)(quan)(quan)生(sheng)產有關(guan)規范及有關(guan)施(shi)工(gong)安(an)全(quan)(quan)(quan)生(sheng)產文件(jian),統一標準,強化(hua)用(yong)標準,時刻(ke)加強安(an)全(quan)(quan)(quan)教育(yu),增強各方面(mian)安(an)全(quan)(quan)(quan)意識,確保全(quan)(quan)(quan)面(mian)、透徹(che)地貫徹(che)落(luo)實(shi)到每一個施(shi)工(gong)現(xian)場。

  2.3 提高(gao)施(shi)工(gong)(gong)現場(chang)安(an)全(quan)(quan)意識(shi)和(he)操(cao)作技能。施(shi)工(gong)(gong)現場(chang)堆放的各種物料分類放置(zhi),確保消防(fang)通(tong)道暢通(tong),對樓(lou)梯口、進(jin)出口、洞口、預留管道口等進(jin)行嚴(yan)格(ge)圍(wei)蔽保護,建(jian)筑(zhu)外圍(wei)進(jin)行全(quan)(quan)封閉(bi)保護,拉掛(gua)合格(ge)安(an)全(quan)(quan)網,設置(zhi)安(an)全(quan)(quan)標志牌(pai)。給進(jin)入施(shi)工(gong)(gong)現場(chang)的所有人(ren)員配備(bei)安(an)全(quan)(quan)帽,給高(gao)處作業人(ren)員配備(bei)安(an)全(quan)(quan)帶,對違反(fan)者一經發現立刻予以(yi)制止,耐心教育并嚴(yan)格(ge)按(an)章處理,讓所有施(shi)工(gong)(gong)人(ren)員充分認識(shi)施(shi)工(gong)(gong)安(an)全(quan)(quan)生產及(ji)文明(ming)施(shi)工(gong)(gong)的重要性(xing)和(he)必然性(xing),進(jin)一步提高(gao)建(jian)筑(zhu)施(shi)工(gong)(gong)安(an)全(quan)(quan)生產及(ji)文明(ming)施(shi)工(gong)(gong)意識(shi),增強做好(hao)建(jian)筑(zhu)施(shi)工(gong)(gong)安(an)全(quan)(quan)生產及(ji)文明(ming)施(shi)工(gong)(gong)工(gong)(gong)作的自覺性(xing)和(he)責(ze)任感。

  2.4 施(shi)工(gong)安全(quan)管(guan)理(li)要落(luo)實(shi)到(dao)(dao)每(mei)一個(ge)崗位和具體人員。將安全(quan)管(guan)理(li)責(ze)任(ren)制(zhi)貫穿到(dao)(dao)施(shi)工(gong)生產過程的(de)(de)每(mei)一個(ge)階段(duan)、每(mei)一個(ge)環節之(zhi)中。通過責(ze)任(ren)制(zhi)的(de)(de)落(luo)實(shi)和安全(quan)體系(xi)的(de)(de)建立(li),把各職能(neng)人員、施(shi)工(gong)項(xiang)目經理(li)、安全(quan)員等聯在一起(qi),重點監(jian)督檢查項(xiang)目施(shi)工(gong)過程中設施(shi)的(de)(de)安全(quan)性、防護(hu)的(de)(de)有(you)效性。使管(guan)理(li)人員增強(qiang)管(guan)理(li)意(yi)識,真正(zheng)為(wei)安全(quan)生產負責(ze)。

  2.5建筑設(she)(she)(she)計(ji)(ji)(ji)方(fang)面要(yao)(yao)完善。解決(jue)設(she)(she)(she)計(ji)(ji)(ji)中存在(zai)的(de)(de)(de)安全問題,要(yao)(yao)從多個方(fang)面來保證建筑設(she)(she)(she)計(ji)(ji)(ji)的(de)(de)(de)安全性(xing),設(she)(she)(she)計(ji)(ji)(ji)人員(yuan)不(bu)能只(zhi)套規范,應(ying)該根據不(bu)同的(de)(de)(de)設(she)(she)(she)計(ji)(ji)(ji)對象,不(bu)同的(de)(de)(de)環境和使用條件,發揮自己的(de)(de)(de)才(cai)智和創造性(xing),必(bi)要(yao)(yao)時采用高于(yu)規范規定的(de)(de)(de)數值。選用 經(jing)濟 合理的(de)(de)(de)設(she)(she)(she)計(ji)(ji)(ji)方(fang)案以保證建筑結構的(de)(de)(de)安全性(xing)。

  2.6 施(shi)工(gong)(gong)用(yong)(yong)(yong)(yong)電(dian)(dian)(dian)(dian)方面(mian),嚴格(ge)執行建設(she)部《施(shi)工(gong)(gong)現場臨時(shi)(shi)用(yong)(yong)(yong)(yong)電(dian)(dian)(dian)(dian)安全技術規范》的要求(qiu),臨時(shi)(shi)用(yong)(yong)(yong)(yong)電(dian)(dian)(dian)(dian)針對不(bu)同施(shi)工(gong)(gong)階段和不(bu)同專業特點(dian),要求(qiu)編(bian)制(zhi)專項設(she)計方案,堅(jian)持做到三級(ji)配(pei)(pei)電(dian)(dian)(dian)(dian),兩級(ji)保護。配(pei)(pei)電(dian)(dian)(dian)(dian)線(xian)(xian)路必須按有關規定架(jia)設(she)整(zheng)齊,架(jia)空線(xian)(xian)應采(cai)用(yong)(yong)(yong)(yong)絕緣導線(xian)(xian),不(bu)得采(cai)用(yong)(yong)(yong)(yong)塑膠(jiao)軟線(xian)(xian),不(bu)得成束(shu)架(jia)空敷(fu)設(she)或(huo)沿地明敷(fu)設(she)。電(dian)(dian)(dian)(dian)箱實行“一(yi)機一(yi)閘一(yi)箱一(yi)漏電(dian)(dian)(dian)(dian)”,外(wai)觀應完(wan)整(zheng)、牢固、防雨、防塵,箱體應外(wai)涂安全色標,統一(yi)編(bian)號。停止使用(yong)(yong)(yong)(yong)的配(pei)(pei)電(dian)(dian)(dian)(dian)箱應切斷(duan)電(dian)(dian)(dian)(dian)源,箱門上鎖。照明、動力(li)分別設(she)置(zhi),認真建立(li)臨時(shi)(shi)用(yong)(yong)(yong)(yong)電(dian)(dian)(dian)(dian)檔案。

  2.7 現(xian)場施工機械設(she)(she)備(bei)防護(hu)方(fang)面,嚴(yan)格設(she)(she)備(bei)進場的(de)(de)性能檢查(cha),嚴(yan)抓安裝就(jiu)位后的(de)(de)安全調試(shi),堅決淘汰已報廢(fei)的(de)(de)機械設(she)(she)備(bei)。對購買使用的(de)(de)`設(she)(she)備(bei)一(yi)律實行(xing)(xing)備(bei)案(an)制度,記錄設(she)(she)備(bei)使用過程中的(de)(de)故障、維(wei)修、保養情況,禁(jin)止對運行(xing)(xing)中的(de)(de)設(she)(she)備(bei)違(wei)章(zhang)指揮和(he)違(wei)章(zhang)操(cao)作,以(yi)保障施工設(she)(she)備(bei)正(zheng)常運轉。

  3 、對未來建筑施工安(an)全管理的要(yao)求

  3.1 加強(qiang)施(shi)(shi)工(gong)現場安(an)全(quan)檢(jian)(jian)查監督,建立安(an)全(quan)管(guan)理聯絡網。施(shi)(shi)工(gong)現場各項(xiang)安(an)全(quan)管(guan)理工(gong)作,應采(cai)取(qu)專職人員(yuan)(yuan)檢(jian)(jian)查與(yu)群眾性檢(jian)(jian)查結合,平時(shi)檢(jian)(jian)查與(yu)定期檢(jian)(jian)查相結合。施(shi)(shi)工(gong)高峰(feng)階段和冬、雨期階段要(yao)組(zu)織專項(xiang)檢(jian)(jian)查。檢(jian)(jian)查的重點應圍繞(rao)高處(chu)作業、電氣線(xian)路、機械動力等(deng)方面進(jin)行(xing),防(fang)止發(fa)生高處(chu)墜落、觸電、機械傷(shang)人等(deng)事故。另外,應針對施(shi)(shi)工(gong)特點,如深基、高空吊(diao)裝、架子平臺、防(fang)火、防(fang)塌、防(fang)爆、防(fang)毒等(deng)進(jin)行(xing)專業檢(jian)(jian)查。從施(shi)(shi)工(gong)隊伍中選出一(yi)批安(an)全(quan)管(guan)理骨干做為安(an)全(quan)管(guan)理聯絡員(yuan)(yuan),負責

  施(shi)(shi)工安(an)(an)全傷亡事(shi)故材料(liao)和全年度安(an)(an)全報表,定期組織(zhi)施(shi)(shi)工安(an)(an)全工作聯(lian)絡員信息交流會(hui),及(ji)時提供(gong)施(shi)(shi)工現(xian)場的安(an)(an)全信息,使安(an)(an)全管理更加深入、扎實。

  3.2 實行獎懲制(zhi)度(du),激勵(li)安(an)全先進。在(zai)(zai)施(shi)工現場(chang)(chang)安(an)全管理(li)中(zhong),把嚴(yan)格(ge)考核制(zhi)度(du)作為加強(qiang)施(shi)工現場(chang)(chang)安(an)全管理(li),推(tui)動安(an)全生產水平(ping)提高的一(yi)項重要措施(shi)來抓(zhua)。對安(an)全管理(li)檢查結(jie)果優秀的給予獎勵(li)并 總結(jie) 推(tui)廣(guang)其先進管理(li)經驗,對安(an)全管理(li)存(cun)在(zai)(zai)問題和隱患的掛紅牌并限期(qi)改(gai)正,特別嚴(yan)重的要立(li)即(ji)停工整(zheng)改(gai),整(zheng)改(gai)合格(ge)后方可(ke)復工。

  3.3 以開拓(tuo)創(chuang)新為(wei)動(dong)力(li),積(ji)極探索安(an)(an)(an)全(quan)管(guan)理(li)工(gong)作的新方(fang)法。切實做(zuo)到抓(zhua)安(an)(an)(an)全(quan)就必須抓(zhua)安(an)(an)(an)全(quan)生產(chan)(chan)知識的宣傳 教育(yu) 和(he)培訓,進一步(bu)完善強化“安(an)(an)(an)全(quan)生產(chan)(chan)許可證”制度。積(ji)極推(tui)廣和(he)應用新設(she)(she)備(bei)、新機具、新材料、新工(gong)藝、新技(ji)(ji)術(shu),不斷提高(gao)安(an)(an)(an)全(quan)生產(chan)(chan)水平,在(zai)安(an)(an)(an)全(quan)管(guan)理(li)方(fang)式、方(fang)法、措施(shi)上進行創(chuang)新,結合安(an)(an)(an)全(quan)生產(chan)(chan)實際,大力(li)推(tui)廣安(an)(an)(an)全(quan)適用、先進可靠的生產(chan)(chan)工(gong)藝和(he)技(ji)(ji)術(shu)設(she)(she)備(bei),及時淘汰落(luo)后的生產(chan)(chan)工(gong)藝和(he)設(she)(she)備(bei),以規章制度為(wei)基礎、以科技(ji)(ji)進步(bu)為(wei)動(dong)力(li),注重與(yu)時俱進,增加安(an)(an)(an)全(quan)管(guan)理(li)的超前性。

  3.4 建立施工安(an)全事(shi)故(gu)(gu)應(ying)急(ji)救援(yuan)預案。在(zai)建筑(zhu)施工安(an)全管理(li)中(zhong),為提高抵御建筑(zhu)施工中(zhong)特(te)大安(an)全事(shi)故(gu)(gu)的快速反映(ying)能力(li),最大限度(du)減少事(shi)故(gu)(gu)損(sun)失,要建立安(an)全事(shi)故(gu)(gu)救援(yuan)預案體系。選派(pai)骨干力(li)量設置通訊組(zu)(zu)(zu)、搶救組(zu)(zu)(zu)、 交通 治安(an)組(zu)(zu)(zu)、救治組(zu)(zu)(zu)、物(wu)資供應(ying)組(zu)(zu)(zu)、善后處理(li)組(zu)(zu)(zu),備(bei)齊救援(yuan)物(wu)資,如(ru)車(che)輛(liang)、擔架、氧氣袋、止(zhi)血帶等,按照各自(zi)的職(zhi)責和分工迅速有(you)效地組(zu)(zu)(zu)織搶險救援(yuan)工作(zuo),防止(zhi)事(shi)故(gu)(gu)擴(kuo)大,努力(li)減少人員傷亡(wang)和財產(chan)損(sun)失。

  加強(qiang)重大事故應(ying)(ying)急救援體系建設。控制和(he)降(jiang)低(di)事故危害后(hou)果預防為(wei)主(zhu),是安(an)全生產的管理核心,為(wei)了避(bi)免(mian)或減少(shao)事故和(he)災(zai)害的損(sun)失,應(ying)(ying)該居(ju)安(an)思危,常備不懈,才能確保事故和(he)災(zai)害發生的緊急關頭反(fan)應(ying)(ying)迅速、措施正確。

  5、施工項目的驗收

  6、建設工程項目的保修

  施工(gong)(gong)(gong)驗收(shou)(shou)結束后(hou),施工(gong)(gong)(gong)單位并不是就此結束對(dui)建(jian)設(she)(she)項目的(de)管(guan)理工(gong)(gong)(gong)作(zuo),還應(ying)按合(he)同(tong)要求繼(ji)續履行工(gong)(gong)(gong)程的(de)保(bao)(bao)修(xiu)(xiu)(xiu)義務,負責保(bao)(bao)修(xiu)(xiu)(xiu)期內的(de)工(gong)(gong)(gong)程維修(xiu)(xiu)(xiu)工(gong)(gong)(gong)作(zuo)。主要做(zuo)好(hao)以下工(gong)(gong)(gong)作(zuo):第一,施工(gong)(gong)(gong)單位應(ying)根據(ju)施工(gong)(gong)(gong)合(he)同(tong)中的(de)保(bao)(bao)修(xiu)(xiu)(xiu)范圍。實(shi)施保(bao)(bao)修(xiu)(xiu)(xiu)工(gong)(gong)(gong)作(zuo),保(bao)(bao)修(xiu)(xiu)(xiu)完(wan)成(cheng)(cheng)后(hou)組(zu)織(zhi)建(jian)設(she)(she)方(fang)驗收(shou)(shou);第二,對(dui)保(bao)(bao)修(xiu)(xiu)(xiu)范圍外的(de)項目,對(dui)于緊急搶(qiang)修(xiu)(xiu)(xiu)事故(gu),應(ying)立即(ji)組(zu)織(zhi)搶(qiang)修(xiu)(xiu)(xiu),搶(qiang)修(xiu)(xiu)(xiu)完(wan)成(cheng)(cheng)后(hou)組(zu)織(zhi)建(jian)設(she)(she)方(fang)驗收(shou)(shou);第三,對(dui)涉及結構(gou)安全的(de)質量問題,施工(gong)(gong)(gong)方(fang)應(ying)組(zu)織(zhi)相關建(jian)設(she)(she)單位進行現(xian)場會診,提出保(bao)(bao)修(xiu)(xiu)(xiu)方(fang)案(an)后(hou)再(zai)實(shi)施保(bao)(bao)修(xiu)(xiu)(xiu)工(gong)(gong)(gong)作(zuo),保(bao)(bao)修(xiu)(xiu)(xiu)完(wan)成(cheng)(cheng)后(hou)組(zu)織(zhi)建(jian)設(she)(she)方(fang)驗收(shou)(shou)。看(kan)來,工(gong)(gong)(gong)程項目后(hou)期的(de)管(guan)理工(gong)(gong)(gong)作(zuo)絲毫沒有因為工(gong)(gong)(gong)程的(de)完(wan)工(gong)(gong)(gong)而懈怠(dai)。一個企業(ye)必須要做(zuo)到這一點,善(shan)始善(shan)終,千萬(wan)不能虎頭蛇(she)尾,這關系到企業(ye)的(de)聲譽和社會競(jing)爭力。
